About Planning and Capital Development Branch (PCD):The Planning and Capital Development Branch (PCD) of Seattle Parks and Recreation acquires, plans, designs, and develops new park facilities, and makes improvements to existing park facilities to benefit the public. This effort includes providing engineering and other technical services to solve maintenance and operational problems. PCD also preserves open spaces through a combination of direct purchases, transfers, and consolidation of City-owned lands and resolution of property encroachment issues.
Planning Unit:
 
The Planning Unit with PCD is responsible for asset management, long-term capital planning, and bringing all capital projects from initiation to concept development. This work is informed by continuous data analysis, prioritizing equitable investment, and an aim to avoid interruption of service to our communities as much as possible. We are a diverse team of project managers, designers, environmental scientists, geospatial specialists, funding strategists, and cutting-edge community planners. 

Asset Management Team:
The Management Systems Analyst (MSA) will play a key role in the support of asset management and capital project planning within the Planning Unit of SPR’s Planning & Capital Development Branch. SPR manages 6,414 acres of park land (12% of the city's land total) that comprise more than 485 parks and open areas and include a wide range of facilities and features such as community centers, swimming pools, wading pools and water spray parks, indoor and outdoor tennis facilities, environmental learning centers, special gardens, athletic fields, park boulevards, green spaces and natural areas, golf courses, lawn bowling facilities, boat moorages, fishing piers, neighborhood playgrounds and play areas, boulevards, large shoreline areas, creeks, trails, and an urban camp. In order to make certain these great assets are available to the public as much as possible in the best condition, PCD includes an Asset Management Team that utilizes data analysis, GIS software, and resource management to reach this goal.The MSA and will provide technical support for planning, asset management, and external reporting throughout the organization as SPR’s asset data expert.
For this position, the candidate will support SPR’s work by:
  • Updating and maintaining asset data in SPR’s existing data systems, chiefly within the ArcGIS Suite and AssetWorks EAM, deployed as SPR’s Asset Management Work Order System (AMWO).
  • Providing support for requests for maps, planning analysis, or provision of reports with use of asset inventory and external data sources.
  • Coordinating with staff across SPR and Seattle IT to develop and steward processes to maintain and update asset data in ArcGIS and AMWO at the completion of capital projects, as part of condition assessments, and at other points within the asset lifecycle.
  • Developing and maintaining documentation of metadata for systems of records for asset data.
  • Working closely with the CIP planner to develop reporting tools using software such as Microsoft Excel, PowerBI, Sharepoint Online or ArcGIS Online and Collector to increase visibility to asset data and asset management plans within SPR.
  • Performing other duties of comparable level/type as required.

Requires two years in systems, operational, procedures, research or analysis and a Bachelor's degree in business or public administration, finance, computer science or a related field (or a combination of education, training and/or experience that provides an equivalent background required to performs he work of the class). 
In addition to the minimum requirements, the successful candidate will also have:
  • A strong background in Geographic Information Systems including cartography and map production; and MS Excel
  • Experience with planning studies and mapping
  • Ability and experience writing basic SQL queries to MS SQL Server and/or Oracle databases
  • Demonstrated experience in enterprise asset management systems such as Assetworks EAM, Maximo, Cityworks or other relevant software
  • Demonstrated experience with reporting tools such as Microsoft PowerBI, Crystal Reports, Tableau, or other relevant products
  • Demonstrated experience using AutoCAD and associated file formats
Work Environment/Physical Demands
While this is a hybrid job, work is performed in an office environment. Personnel are required, at minimum, to be in the office (300 Elliot Ave W) two (2) days a week.

The full salary range for this position is $40.08 - $46.68 Hourly .
