City of Seattle, WA is Hiring a Substation Engineering: Electrical Engineer Associate Near Seattle, WA

Seattle City Light, a department of the City of Seattle, is one of the nation's largest municipally owned utilities in terms of the number of customers served. Over the years we have worked very hard to keep Seattle's electricity affordable, reliable, and environmentally sound. Today, City Light is a recognized national leader in energy efficiency and environmental stewardship.

This position will join the Substation Technology group at Seattle City Light in the Seattle Municipal Tower, leading engineering design and maintenance of substation technology and NERC related projects. These projects include substation equipment like RTUs, HMIs, annunciators, GPS clocks, meter, control, and relays, as well as physical design of substation equipment with voltages ranging from 13kV to 230KV.

This position will report to the Substation Technology Supervisor.

* Serves as project engineer lead in the development of design and maintenance of substation technology and NERC related projects for capital improvement and maintenance

* Lead development and drafting of construction packages for substation projects using AutoCAD and Meridian including electrical control schematics, arrangement drawings, wiring diagrams, and other electrical drawings

* Lead development and drafting of device configuration packages for substation projects using appropriate applications to include Remote Terminal Units (RTUs), Human Machine Interfaces (HMIs), other IEDs design and configuration, integration and communications design and configuration

* Lead preparation of preliminary and long-range plans, estimates, budgets, schedules, material requirements, specifications, purchasing, testing, operating and maintenance instructions, special conditions, and agreements.

* Lead coordination of construction, testing, maintenance, and commissioning activities between SCL Operations and Engineers, and various consultants and contractors.

* Lead selection, procurement, installation, testing, acceptance, operation, and maintenance of substation technology projects.

* Lead coordination of hardware and software configuration of substation equipment including but not limited to remote terminal units (RTU), human-machine interfaces (HMI), communication equipment, annunciators, GPS clocks, etc.

* Lead development of test procedures and coordination of systems testing and commissioning

* Lead collaboration with operations, engineering, and operational technology (OT) teams and provide instructions to field crews and answer questions concerning systems design issues for crews, contractors, engineers, customers, and the public

* Participate in presentations, special projects and assignments as directed

* Ability to read and interpret complex Federal, State and Local regulations, laws, codes, and guidelines.

* Have good technical writing and verbal skills

* Maintain and update NERC related documents to include but not limited to inventory lists and communication diagrams.

* Experience reading and interpreting complex industry, IEEE, Federal, State and Local regulations, laws, codes, and guidelines

* Perform other duties of comparable level/type as assigned

Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:

Education: Bachelor of Science Degree in Electrical Engineering.

Experience: Three years of professional electrical engineering experience leading projects in substations or utility; including experience using AutoCAD computer aided drafting application.

Certification/License: WA state driver's license.

Work Environment/Physical Demands: Most work is performed in a normal City work/office environment. Some work is performed in the field, including exposure to weather, traffic, and active construction sites.

Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:

* Bachelor's degree in electrical engineering, major in Power

* Electric Utility, substation or generation high voltage electrical and physical design and maintenance experience

* Experience in project engineering lead, specification writing, purchasing, testing, commissioning of substation projects

* Experience reading and interpreting electrical system one lines and schematics

* Experience with AutoCAD, Microsoft Office suite, and/or similar applications

* Familiar with SCL Standards. Excellent written and verbal communication skills

* Self-motivated, willing to learn and exhibits qualities that promote team goals and team fit.

* IEEE, and NESC standards.

The full salary range for this position is $46.61 - $54.40 per hour.
