Job Description

Performs a variety of working level technical duties related to enforcing the provisions of City laws, codes, ordinances, regulations and other legal issues related to streets, sidewalks, parking strips, abandoned vehicles, snow, weeds, signage, and hazardous and nuisance abatement issues.
Drives and is actively engaged in the enforcement of all City ordinances Oversees the daily operation of Code Enforcement within the City along with providing the highest levels of service possible through enforcement and ordinance education to the public.
Enforce city ordinances including those related to domestic animals, livestock and perform a variety of clerical duties.


Job Responsibilities

  • Patrols the City and conducts field investigations. Checks for violations of City ordinances, including “clear view” on corner lots, landscaping blocking regulatory and street signs, excessive weeds, issues related to proper snow removal, parking violations, abandoned vehicles, vehicles illegally displayed for sale, and other nuisance abatement issues.
  • Actively researches and finds ordinance violations within the City and addresses the violations to ensure alignment with the City’s mission statement, values and expectations.
  • Receives complaints and issues. Makes determinations for public safety issues, which may include written letters and notices, accounting for the health and welfare of the City. Initiates corrective notices for detected violations or refers issues to appropriate agency.
  • Receives complaints and reports from citizens regarding alleged violations of City ordinances, codes, and regulations. Investigates said claims and determines the nature of the allegation and apprises complainants of possible solutions.
  • Issues citations for violations, and keeps records of violations and follows up to secure correction of the situation. Prepares various investigative reports; initiates legal proceedings where appropriate, and coordinates the same with City legal staff; administers preliminary sanctions as allowed by ordinance or code. Prepares court cases and testifies in court when required.
  • Advises property owners, businesses, builders, contractors, architects, or developers regarding code compliance issues established City codes, ordinances and related guidelines; determines options and obligations available according to codes and ordinances and makes recommendations; apprises public regarding concerns and potential violations; conducts research and obtains facts necessary to determine proper course of actions; coordinates and monitors solutions; compiles information and makes recommendations on special studies; answers questions and provides information to the public.
  • Maintains and monitors all code compliance records needed to document complaints, investigations, citations, and enforcement activities.
  • Conducts regular review of codes, ordinances and regulations; receives administrative and legal interpretation as needed to direct compliance; makes recommendation related to practical application of codes and ordinances; assists in adapting, modifying or rewriting codes and ordinances as needed.
  • Prepares and provides written and oral reports to supervisor, city council, planning commission, boards, committees, and public interest groups as required to explain code enforcement activities and program needs.
  • Maintains professional appearance and adheres to departmental dress code. Has a working knowledge of all department issued equipment and maintains the equipment in good working order.
  • Performs related duties as assigned to promote the overall goals and objectives of the department.
  • Works with developers and the Public Works inspectors to ensure City code is met on developments and buildings. Removes signs on poles, and right-of-ways as per City code. Coordinates with business licensing to update codes and expectations. Works with businesses on compliance and code agreeance.
  • Establishes and reviews proper record keeping documentation for property and evidence for the code enforcement program.
  • Screens information with legal counsel for issuance of citations and court coordination.
  • Maintains a complete record of all enforcement activities including but not limited to warnings, letters and correspondence. Maintains an accurate daily log and a list of current inspections, complaints and reported problems to determine the current status. Prepares all necessary documents and inputs all ordinance cases into the appropriate systems.
  • Provides a liaison between the City and residents/developers on conditional use permits.
  • Works closely with the City planning department to address flexibility and solutions.
  • Works closely with local police to address code issues and resident infractions.
  • Works closely with the judicial system on hearings and citations. Carries the process through from start to finish.
  • Works closely with legal to prepare cases for court and appears in court as needed. May act as a witness in prosecution of code violators as needed. May provide direction when violations are discovered and with direction may issue “Stop Work” orders or citations for noncompliance with appropriate codes.
  • Inspects neighborhoods, housing and commercial sites and structures for possible health and sanitation violations.
  • Works closely with government agencies to build relationships and address issues.
  • Coordinates enforcement efforts on a City-wide basis involving representatives from other divisions including: Fire Department, Police Department, Attorney’s Office, Board of Health, the courts and other applicable departments and agencies.
  • Receives and responds to zoning and health code violation complaints and ensures that complaints are properly investigated and resolved or reported to the appropriate Department or agency. Discusses problem area with appropriate individuals, gather data relating to violations and issue notice of violations and citations when necessary, delivers documents of violations.
  • Explains and provides trainings to the general public on City code and enforcement. Makes recommendations to achieve compliance with the respective code.
  • Attends City Council and Planning Commission meetings as needed. Prepares reports and presentations and provides as assigned.
  • Wears all appropriate personal protective equipment, especially when work in the road right of ways.
  • Performs other duties as assigned.

  • Qualifications

    Education and Experience

    • Graduation from high school plus sufficient training to demonstrate an aptitude and ability to perform above and related duties;

      AND

    • Three (3) to Five (5) years of responsible experience in Code Enforcement;

    OR

    An equivalent combination of education and experience.

    Must possess a valid Utah driver’s license.

    • Working knowledge of: liability issues which arise out of investigative procedures; effective interpersonal communications; city and state codes and ordinances related to multiple aspects of planning and zoning, subdivision, signage, public works, property rights, boundaries, etc.; legal system and securing sanctions for violations; various investigative techniques methods, and procedures; procedures necessary in the development of ordinances and codes; report writing; public relations; modern office methods, practices, procedures and equipment including a computer; and computerized data bases and related software applications.
    • Skilled in using diplomacy, imagination, initiative and problem solving capabilities to deal with a variety of code enforcement and community issues; skill in computerized record keeping and report writing.
    • Ability to: enforce regulations with firmness, tact, and impartiality; comprehend and interpret complex regulations related to planning and zoning, subdivision, signage and other city ordinances; keep operating records and maintain various written reports; read maps and locate property; learn basic principles and practices of urban planning and development; learn laws underlying general plans, zoning, subdivision, signage and nuisance; establish and maintain cooperative working relationships with co-workers, various city departments, other agencies, and the public.
    • Ability to communicate effectively both verbally and in writing in English. Intermediate computer skills in various software applications including Microsoft Word and Excel and the ability to learn and use additional job specific software. Ability to create and write notices to the public that address situations in a professional manner. Working knowledge of business licensing, City zoning, development, housing, building, sign, health codes and principles and practices of City Planning. Essential knowledge of City ordinances which pertains to enforcement and all procedures regarding ordinance enforcement; requires knowledge and skills to prepare legal documentation in coordination with the City Attorney’s Office.

  • Compensation and Benefits

    Wage Range:
    The full salary range is as follows, please note hiring will normally occur at the Minimum of the range and will not exceed the Midpoint of the range:
    Minimum - $22.27/hr.
    Midpoint - $27.28/hr.
    Maximum - $32.29/hr.

    The City participates in the Utah Public Retirement System (pension). In addition, the City does not participate in Social Security so no Social Security taxes are deducted from your paycheck. In lieu of the City’s Social Security contributions, the City contributes 6.2% of salary into a 401(k) retirement plan.
    Leave time benefits include 120 hours of paid time off (PTO) accrued annually, 40 hours of short-term medical accrued annually, and 11 holidays annually. The City also offers flexible work week schedules (all schedules must be approved by the department head).
