WHO WE ARE:
The City of Santa Maria is a full-service City with a City Council/City Manager form of government with over 700 employees and serves approximately 108,000 constituents. The City of Santa Maria is located on the beautiful central coast of California and covers over 23 square miles. WHAT WE DO:

The Community Programs Division (formerly known as the Special Projects Division) administers the Federal Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships (HOME) Program, and other related Federal and State grant programs. The Division implements many projects and programs related to affordable housing, residential rehab, human services, as well as public and non-profit facility improvements. It also provides extensive community outreach, including annual workshops, quarterly brown bag meetings with community members, and monthly electronic newsletters. Occasionally, the Division provides support to City departments in applying for grants.

The ideal candidate will use his/her knowledge and experience to assist with the administration of Federal block grants. He/She will also serve as the liaison with the Block Grants Advisory Committee and non-profit agencies receiving Federal grant funding on an annual basis. In addition, he/she will assist with providing the general public with information related to a variety of services offered by the community’s non-profit agencies as well as other City departments. The ideal candidate should have the ability to work well under pressure; be deadline-oriented; complete moderately difficult administrative tasks and project assignments with minimal supervisory control; maintain confidentiality of sensitive or privileged information; gather, compile, and analyze data; learn the organization, procedures, and operating details of the City department to which assigned; communicate effectively in both oral and written form; take a proactive approach to problem solving; work independently, with little supervision, and exercise initiative and sound judgment; type a variety of written material; and establish and maintain effective working relationships.

DETAILED JOB DESCRIPTION: Housing and Community Services Technician

DUTIES

These duties are a representative example; position assignments may vary depending on the business needs of the department and organization. This position:

  • Responds to inquiries from City staff and the public regarding Community grant-funded programs, procedures, activities, and other matters, which require an in-depth knowledge of the internal operation.
  • Establishes and/or maintains inventory records for program activities; oversees automated registration system for programs and classes; coordinates all information regarding classes and programs; administers contract employee processing and record keeping.
  • Performs administrative tasks associated with departmental programs; establishes and carries out record keeping procedures; interfaces with other City staff and outside agencies in obtaining information, scheduling, and coordinating activities.
  • Performs graphic layout and design assignments for various program publications, promotional and handout material, including use of desktop publishing software.
  • Performs a variety of clerical tasks including typing, proofreading, filing, editing, office machine operation, including word processing or operation of other automated systems; sorts, files, prepares, and/or processes a variety of documents and records, including personnel and purchasing forms, and claim vouchers according to established procedures.
  • Maintains expense journals/spreadsheets, posting expenditures and receipts; assists in monitoring expenses and/or revenues relative to budget; approves and records invoices for payment; handles petty cash.
  • Assists Community Programs personnel with a variety of administrative tasks using discretion and independent judgment in accordance with general direction; conducts research and provides status information regarding project activity.
  • May direct other staff in the course of performing assigned tasks; coordinates work assignments; may supervise and train office clerical staff.

MINIMUM QUALIFICATIONS

  • Graduation from high school or equivalent; and
  • Three years of fiscal record keeping experience or any combination of training and experience that provides the desired knowledge and abilities.; and
  • Current technical/professional knowledge of complex principles, methods, standards, and techniques associated with the scope of work of a recognized profession, such as: 
    1. Typing, writing, local and state community and city ordinances, office operations, customer service orientation, efficiency, accuracy, etc.
    2. Effective verbal and interpersonal communication skills.
    3. Microsoft Office Suite (or equivalent). 
    4. Use computer and other office equipment effectively.
  • Possession of a valid and appropriate Driver License. Must have and maintain a satisfactory driving record and meet City liability requirements to drive for City business.
