The City of Santa Maria has a new and exciting opportunity to serve as the City's first Cybersecurity Analyst. The Cyber Security Analyst (Business Program Leader classification) will be assigned to the City Manager's Office - Information Technology Division and report directly to the Chief Information Officer.

THE POSITION:

The Cybersecurity Analyst is responsible for the design, implementation, management, and review of the organization’s security policies, standards, baselines, procedures, tools, and guidelines. The Cybersecurity Analyst is responsible for monitoring networks, applications, and systems for potential threats, reviewing security logs, installing and maintaining security-related software, documenting incidents and breaches and reporting issues so they can be adequately handled and avoided. Responsibilities also include conducting vulnerability scans on both software and infrastructure; researching and implement a SIEM tool; execution, review and analysis of security vulnerability data and management of the penetration testing cycle with external suppliers. The Cybersecurity Analyst will provide security assessments of technologies in networks, applications, wireless and code reviews, researching and developing test tools, techniques, and process improvements.

Our ideal candidate possesses a strong technical and analytical background with experience in a broad range of information technology disciplines including cybersecurity, networking, database, system monitoring, policy development, data correlation, and end-user training. Preferred candidates will demonstrate the ability to work independently and with other IT colleagues pursuing the common goal of protecting the city’s technology infrastructure.

Knowledge, Skills, Abilities:
  • Minimum of 5 years’ experience actively working in the information security field
  • Bachelor's degree in computer science or related field; Masters in Information Technology preferred
  • Knowledge of SIEM tools
  • Experience with computer network penetration testing and techniques
  • Experience with vulnerability scanning and issue remediation
  • Understanding of firewalls, proxies, SIEM, antivirus, RBAC, network segmentation, encryption, password protection, and user authentication
  • Demonstrated problem solving and analytical skills
  • Excellent verbal and written communication skills
  • Ability to identify and mitigate network vulnerabilities and explain how to avoid them
  • Understanding of patch management with the ability to deploy patches in a timely manner while understanding business impact.
Certifications: Required information security certification or training such as: CISSP, CISM, CASP , SSCP, CCSP, CISA or other advanced training in information security
