The Position:
The City of San Bernardino is currently accepting applications for the position of Real Property Manager. This position performs a wide variety of responsible professional, technical, and administrative functions for the City's Real Property Programs.

The Ideal Candidate:

The ideal candidate will be a highly motivated real estate professional with direct experience in property dispositions, , acquisitions, commercial leasing, and property management. The ideal candidate will be able to successfully network with others that would include developers, contractors, agents, and municipalities. Knowledge of right-of-way theory is extremely desirable and the ideal candidate must possess excellent communication skills, both verbal and written.
Additionally, the Real Property Manager will excel at professional presentation and public speaking. They will be expected to work with a significant amount of autonomy and use discretion and confidentiality with information related to the City's property holdings.

The City of San Bernardino is a community rich in history and cultural diversity. Influences of Native Americans, Mexican settlers, and Spanish missionaries can still be seen throughout the City today. From 1810 to the present, San Bernardino has been recognized for its scenic beauty and strategic location. Today, the City of San Bernardino serves as the county seat and is the largest city in the County of San Bernardino with a population of 222,203.

Essential Duties & Responsibilities

Minimum Qualifications

Education and Experience
Possession of a Bachelor’s Degree from an accredited college or university with major coursework in engineering, finance, public or business administration, or a closely related field; and five (5) years of progressively responsible property management and real estate experience, including appraisal and negotiation for acquisition, rental, and sale of real property and right-of way work; or an equivalent combination of related education, training and experience. Supervisory and real property management experience in a public agency is preferred.
Licenses, Certifications, and Equipment
A valid California driver’s license is required.
Real estate and property management licenses/certifications are desired.
Right of Way Certification is highly desired IRWA (RWA, RWP, SR-WA)

Supplemental Information

City Benefits:
The City offers an attractive compensation and benefit package, that includes:

  • Retirement - Participation in the California Public Employees’ Retirement System (CalPERS). Tier I Employees hired before 10/3/11: CalPERS 2.7% at 55; Classic members with less than 6 months separation: CalPERS 2% at 55, single highest year plan. New members, CalPERS 2% at 62, three highest year average plan.
  • Health Insurance
    • The City contributes $1,125.00 (Employee Only), $1,377.00 (Employee 1), or $1,841.00 (Employee Family) for medical, dental and vision premiums.
    • Eligible employees who waive all medical, dental, vision, supplemental life, and supplemental AD&D benefits will receive an annual “Health Insurance Waiver Stipend” of $4,000.00 every first paycheck of December.
  • Leave
    • Administrative Leave – 80 hours upon hired, accrued annually July 1 of each fiscal year; 20 hour carry over limit. (FLSA exempt positions only)
    • Vacation - 80 hours annually , accrued bi-weekly; available for use after one (1) year.
    • Sick Leave - 96 hours annually, accrued bi-weekly; available for use after ninety (90) days.
    • 13 holidays, plus 18 hours of floating holiday time.
  • Life & AD&D Insurance - The City provides Term Life and AD&D Insurance.
  • Other - Optional Deferred Compensation Plan, flexible benefits plan, pre-tax childcare plan, employee assistance program, and all other benefits which are received by Management/Confidential unit employees of the City per Memorandum of Understanding.

Retirement for New Members - For employees hired 1/1/2013 or later and who are not a member of the California Public Employees’ Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% @ 62; 3 year final compensation. New members will be obligated to pay 50% of the “normal cost” of their retirement benefits as required by State law.
