About the Position: The City of San Bernardino is seeking a Land Development Engineer that can provide professional civil engineering guidance through the land development process for the City's Engineering Division, including construction, civil engineering, Americans with Disabilities Act (ADA) compliance, and storm water/national pollutant discharge elimination system (NPDES) compliance. This position may exercise supervisory responsibility over professional, technical, and clerical support staff as needed.
The Ideal Candidate:
The ideal candidate will possess a Bachelor's Degree in Civil Engineering and will be a registered civil engineer with land development planning, plan review, and construction management experience, and can communicate well verbally and in writing, a team builder, and practice best management.

Essential Duties & Responsibilities

  • Administers and coordinates activities of the City's land development regulation programs; enforces requirements for grading, ADA requirements, federal, state, and county storm water and NPDES/MS4 requirements.
  • Directs and manages best practices for site construction review and inspection techniques, grading plans, ADA compliance and inspection, storm water management and NPDES/MS4 requirements, and low-impact development.
  • Collaborates with other divisions and departments involved in the land development and construction process including Planning, Building, Public Works, Fire, Water, and outside agencies as appropriate.
  • Negotiates highly complex contracts and solutions on a variety of administrative, fiscal, and special projects; participates in the preparation and monitoring of program or special project budgets.
  • Evaluates processes and procedures, recommends, develops, and implements operation and service improvements as needed.
  • Reviews plans and documents submitted and supervises inspections for new, existing, or potential construction of commercial, industrial, and residential buildings to determine compliance with relevant construction standards, ADA requirements, grading ordinances, and related regulations; perform specific plan review work or work with outside consultants for plan review based on complexity and workload.
  • Supervises the investigation of complaints and alleged violations of construction standards, ADA standards, and storm water standards; issues notices of non compliance regarding code requirements and applicable ordinances.
  • Provides clarification, status, or requirements pertaining to construction permits.
  • Acts as information resource to property owners, builders, contractors, and architects regarding compliance with standards, grading standards, ADA compliance, and storm water requirements; explains and interprets codes and regulations.
  • Collects, analyzes, and interprets data for the purpose of special studies and reports; maintains accurate records; oversees the maintenance of automated records and generation of computerized reports relating to plan review and inspection activities.
  • Establishes and maintains effective working relationships with the general public, property owners, other agencies, co-workers, subordinates, and supervisors.
  • Provides vacation and temporary relief as required.
  • Performs other duties as assigned.

  • Working collaboratively with other divisions and departments and outside agencies involved in the development and construction process.
  • Interpreting and enforcing provisions of applicable codes, ordinances, and regulations.
  • Establishing and maintaining records and preparing reports related to assignment.
  • Operating computers, assigned software, and office equipment.
  • Establishing and maintaining effective relationships.
Minimum Qualifications

Education and Experience:
Possession of a Bachelor's Degree in Civil Engineering or closely related field; and five (5) years of progressively responsible civil engineering experience, and at least two (2) of which were in a management capacity; or an equivalent combination of training and experience.
Licenses, Certifications, and Equipment:
A valid State driver's license is required.
Current, valid registration as a Professional Engineer with the California State Licensing Board is required.
Physical Requirements and Work Environment: The employee works under typical office conditions, and the noise level is usually quiet. However, up to 25% of the work may be in the field and on construction sites where the employee may be exposed to noise, dust, grease, smoke, fumes, and traffic; and work in inclement weather conditions including heat, cold and rain. While performing the duties of this job, the employee is regularly required to sit; talk and hear, both in person and by telephone; use hands to finger, handle and feel computers and standard business equipment; reach with hands and arms, and occasionally climb ladders to the top of buildings. The employee is frequently required to stand and walk and may occasionally lift and carry materials and supplies weighing up to 50 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus sufficient to read small print, computer screens and other written materials.

Benefits
The City offers an attractive compensation and benefit package, that includes:
  • Retirement - Participation in the California Public Employees' Retirement System (CalPERS). Classic members with less than 6 months separation: CalPERS 2% at 55, single highest year plan. New members, CalPERS 2% at 62, three highest year average plan.
  • Health Insurance - Monthly contribution of $1,125.00 (Employee Only), $1,377.00 (Employee plus one), or $1,841.00 (Employee plus Family) for health, dental and vision premiums. Eligible employees who waive all medical, dental, vision, supplemental life, and supplemental AD&D benefits will receive an annual "Health Insurance Waiver Stipend" of $4,000.00 every first paycheck of December.
  • Leave - Vacation beginning at 80 hours after one year, 96 hours of sick leave annually, 12 holidays, plus 18 hours of floating holiday time.
  • Life & Accidental Death and Dismemberment Insurance - The City provides Term Life and Accidental Death & Dismemberment (AD&D) Insurance.
  • Other - Optional Deferred Compensation Plan, flexible benefits plan, pre-tax childcare plan, employee assistance program, and all other benefits which are received by Management/Confidential employees of the City per Memorandum of Understanding.
