The City of Salem is seeking candidates for multiple professional engineering positions in the Engineering Division of the Public Works Department.

What you will do: 
The Engineering Program Manager position performs a full range civil engineering project and program development within the vertical facilities, water, wastewater, and stormwater engineering fields. The ideal candidate manages multiple projects and programs with administrative responsibility through design and construction phases and provides supervision and quality control and assurance over activities managed by engineers at lower levels. The Engineering Program Manager leads and supervises a project team of licensed professional engineers specializing in buildings, water treatment plant, distribution system, wastewater treatment plant, sewer collection system, and stormwater improvements.
Additional Job Responsibilities:
  • Serves on technical and advisory committees.
  • Establishes project delivery procedures, negotiates, and obtains program level regulatory permits.
  • Works with stakeholders across the organization and in the community.

  • Position schedule is Monday – Friday 7:30 a.m. – 4:30 p.m.
  • Our team follows a hybrid work structure where employees can work remotely or from the office in the PW Operations Building (1457 23rd Street SE in Salem, Oregon) as needed, based on demands of specific tasks and manager approval. This is subject to change based on business needs.
What are the minimum qualifications?
  • Must pass the pre-employment background check.
  • Must have an Oregon Driver license and meet the City of Salem's driving standards.
  • Bachelor's degree from an accredited college or university in Civil Engineering or a related field, and eight years of experience in a related field, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Professional Civil Engineer License required.

The Urban Renewal Agency and the Salem Housing Authority are separate municipal corporations. The Agency contracts with the City for services and the Authority is led by the Housing Administrator within the Urban Development department.
