The City of Salem is seeking to fill a Management Analyst I position in the Community Planning and Development Department. This position is ideal for a highly motivated individual experience with analytical problem solving, coordinate administrative functions of a division, project, or program, and exceptional customer service skills communicating with businesses and the public. The Management Analyst I is responsible for developing conclusions, recommendations and financial analysis generated through statistical data gathering and budget analysis. What you will do:
The Community Planning and Development Management Analyst I will oversee the contract and procurement process for the Department, in addition to preparing and monitoring multiple budgets. This position requires knowledge of OR procurement law and contract processes. You will conduct research and analysis of data or regulations to support program or project development. Work is performed in collaboration with City’s Planning, Building & Safety, Code Enforcement, Parking Services, Development Services and Urban Development staff to provide financial support for the projects and programs they administer.
Additional job duties and responsibilities:

  • Budget creation and monitoring.
  • Excellent Communication.

  • Perform budget monitoring for multiple cost centers.
  • Develop and present a variety of financial reports and evaluations to internal and external stakeholders.
  • Microsoft Excel proficiency, including statistical and forecast functions, pivot tables, formatting, advanced charts.
  • Perform other related duties as assigned.

  • Position schedule is 8:00 a.m. to 5:00 p.m. Monday through Friday, plus possible occasional overtime.
  • Our team follows a hybrid schedule working in-office 350 Commercial St. NE 3 days a week and remotely for the rest with manager approval. This is subject to change based on business needs.
What are the minimum qualifications?
  • Must pass the pre-employment background check.
  • Must have an Oregon Driver license and meet the City of Salem's driving standards.
  • Bachelor's degree from an accredited college or university in public administration, business administration or a related field, and three years of experience in a related field, or any combination of experience and training which provides the required knowledge, skills, and abilities to perform the essential functions of the class.
  • Depending on area of assignment, must pass criminal background check necessary to obtain Criminal Justice Information System clearance and Law Enforcement Data System certification within 30 days of hire (clearance must be maintained throughout employment.

  • General knowledge of IDIS and Zoom Grant systems;
  • Experience with tax increment financing and Federal Community Development Block Grant (CDBG) HOME funds;
  • Knowledge of contract and purchasing rules;
  • Experience with systems analysis and evaluation, and data entry systems;
  • Demonstrate self-motivation and great supervisory/leadership skills;
  • Establishing and maintaining a positive, and effective working relationships, and appreciation working in a team environment;
  • Demonstrate problem-solving skills and good judgement;
  • Demonstrate a high attention to detail.
