Job Description

Under the general direction of the Public Works Director, or designee. Performs responsible work in the supervision and management of Capital Improvement Projects (CIP) through the various stages of the project lifecycle including design plan reviews, permitting, procurement of services, and construction inspection and management of water, wastewater, streets, and stormwater projects. Other duties may include assisting with in-house projects and major maintenance-type projects, and regulatory reporting. Work is performed with considerable, professional independence and in accordance with City ordinance and Departmental policies. Work is reviewed through reports, observations, and obtained results.

ESSENTIAL JOB FUNCTIONS

Develops both short-term and long-term Public Works project plans and programs, including project scopes with City staff and coordinates engineering consultants' designs of CIP projects.

Responsible for the compliance review of site plans, building permit applications, right-of-way applications, capital improvement projects (CIP) and other developmental documents.

Reviews design plans, completes procurement packages, meets with contractors prior to bid, completes bid award package and contract award. Monitors and approves contract billings.

Inspects moderately complex road construction (including sidewalk and drainage), stormwater collection and treatment, water distribution, and wastewater collection projects, checks construction for conformance with design plans, confers with contractors and engineers to ensure City standards and other regulatory requirements are met and ensures construction practices and workmanship meet specifications, and makes written reports.

Inspects utilities or other construction completed within the City’s rights-of-way or easements to verify work meets City standards.

Conducts other field evaluations and assessments.

Review of in-house technical staff efforts; including programs such as building plan review, sustainability, and resiliency.

Assists in the selection, performance evaluation, and disciplinary action of subordinate employees.

Attends meetings as needed.

Assists in the preparation of the Divisional budgets.

Performs other duties as assigned.

Training & Experience

KNOWLEDGE, ABILITIES AND SKILLS

Knowledge in the following areas: project management, engineering design principles, civil engineering, general construction materials and methods, water and wastewater distribution and collection systems, roadway construction, stormwater collection and treatment, sustainability/resiliency, municipal permitting, and common procurement methods.

Knowledge of local, state, and federal drinking water, wastewater, and stormwater regulations.

Knowledge of principles and practices of public works projects, including contract and budget management. Must be able to maintain a CIP needs list resulting from maintenance and deferred projects.

Ability to read and interpret civil engineering and construction blueprints, drawings, plans, and specifications, including reviewing plans and applying provisions of the ordinances and codes to determine compliance with such regulations.

Ability to perform detailed technical inspections and enforce regulations firmly, tactfully, and impartially.

Working knowledge of computers and computer applications, including ArcGIS.

Ability to establish and maintain effective work relations with City staff, property owners, developers, representatives of other agencies, and the public.

Ability to prepare and present findings effectively, orally and in writing. Ability to work on several projects or issues simultaneously.

Ability to work independently or in a team environment as needed. Ability to manage staff, delegate tasks and authority, train and coach to improve staff performance.


TRAINING AND EXPERIENCE
Graduation from high school; or GED, three (3) years of supervisory experience in public works, utilities, or building construction that requires the candidate to demonstrate related knowledge in road and utility construction, building construction, and right-of-way utilization, and Capital Improvement Programs; or an equivalent combination of education, training, or an equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Possession of Florida Stormwater Association (FSA) Level 2 Certification, FDEP Sediment and Erosion Control Certification; EPA Construction Site Inspector, Intermediate Maintenance of Traffic Certification required; or the ability to obtain within eighteen (18) months from the date of hire. Valid Florida Driver’s License. Other preferred certifications include sustainability related credentials such as LEED, ENV-SP, and other related construction inspection certifications. Valid Florida Driver’s License, Class E, is required.


Physical Requirements

Acceptable eyesight (with or without correction). Acceptable hearing (with or without hearing aid). Ability to communicate both orally and in writing. Reaching. Use of fingers, use of hands. Sitting. Ability to access, input and retrieve information and data from a computer. Ability to access file cabinets for filing and retrieval of data. Must be able to sit, stand, climb, push, pull, and walk for extended periods of time.

Work is performed in both an office environment and an environment with heavy equipment and machinery, dust, open excavations, confined space, and work in and around traffic.
