DESCRIPTION OF WORK
DEFINITION: This position is responsible for the analysis cold case homicides and sexual assaults.
REPORTS TO: The Police Sergeant assigns work in terms of very general instructions.
JOB REQUIREMENTS
- Review and analyze case files of homicides and sexual assaults.
- Performs crime analysis; prepares reports, charts, graphs, and maps related to crime patterns and trends; completes related administrative analysis, including cost/effectiveness analysis, program evaluation, and long range forecasting; completes related strategic analysis including exception reporting, crime trend forecasting, and situation analysis; completes related tactical analysis, including crime series pattern detection, crime suspect correlation, target/suspect profiles, and crime potential forecasting.
- Performs operational analysis; prepares reports, leads and solvability factors related to cold case homicides and sexual assaults.
- Reviews reports submitted by line level divisions; reviews reports for completeness and accuracy while suggesting leads.
- Review and analyze crime scene photos, evidence and other items related to cold case homicides and sexual assaults.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
A bachelor’s degree from an accredited college or university in Criminal Justice, Psychology, Criminology, or Statistical Analysis is preferred; however comparable experience in law enforcement will be considered.

- Knowledge of crime and operational analysis standards.
- Knowledge of cold case investigations best practices.
- Skill in the analysis of crime and operational data.
- Skill in analyzing problems and identifying solutions.
- Skill in preparing clear and accurate reports.
- Skill in establishing cooperative and productive working relationships.
- Skill in setting priorities for competing projects.
- Skill in operating computers and other standard office equipment.
- Skill in interpersonal relations.
- Skill in oral and written communication.
GUIDELINES: The best practices in cold case investigation specifications and procedures. These guidelines require judgement, selection, and interpretation in application.
COMPLEXITY: The work consists of varied data analysis duties. The need for accuracy contributes to the complexity of the position.
SCOPE AND EFFECT: The purpose of this position is to perform detailed and accurate reviews of cold case homicides and sexual assaults. Success in this position contributes to the efficiency and effectiveness of department operations.
PERSONAL CONTACTS: Contacts are typically with other City staff, vendors, members of the general public, business owners, and representatives of other law enforcement agencies.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.
WORK ENVIRONMENT: The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
Regular part-time, temporary, and seasonal employees are not eligible for benefits.
