Nature of Work

Under the direction of the City Administrator, the Assistant City Administrator has responsibility for the performance of one of the City’s Impact Teams.

The Development Services and Infrastructure (DSI) Impact Team will be the initial team supported by the Assistant City Administrator.

This includes providing policy guidance, managing resources, and coordinating all activities of the Community Development;

Public Works; and Transit and Parking Departments. Specific services include, but are not limited to, oversight of economic development, public transit and parking, affordable housing, strategic planning, redevelopment, engineering, planning and zoning, wastewater, and plan review.

It is also expected that the Assistant City Administrator will take a leadership role in executing the City Council’s adopted strategic priorities and managing existing partnerships.

This position performs complex professional and administrative work and duties are carried out using independent judgment and discretion.

The Public Works, Community Development and Transit Department Heads will report directly to this role.

Pay Range : $140,195-$200,280

Review of applications will begin on April 22, 2024. Applications will be accepted until the position is filled.

DUTIES AND RESPONSIBILITIES

  • Strategic Leadership and Direction
  • Identify, develop, and direct the implementation of priorities, goals, objectives, policies, procedures, and work standards for the assigned Impact Team.
  • Guide the development of plans and strategies to satisfy future needs for department services.
  • Review and evaluate the quality, effectiveness, and efficiency in the delivery of services.
  • Identify and implement solutions, methods, systems, and continuous improvement efforts.
  • Oversee fiscal and budget responsibilities, including the forecasting of funds required for teammates, equipment, materials, and supplies.
  • Evaluate and support recommendations and modifications to programs, codes, ordinances, policies, and procedures when necessary.

Prepare and present reports of a complex nature regarding varying projects.

  • Oversee the creation of reports and presentation materials.
  • Serve as a member of the City’s Leadership Forum and Forward Team.
  • Support Ongoing Municipal Administration

Prepare reports and communications for the City Council, frequently involving independent composition.

  • Interpret federal / state policy and recommend compliance provisions and actions. Prepare reports and studies which provide a sound foundation for policy decision making.
  • Meet with various departmental teammates to identify and resolve complex organizational issues.
  • Follow up departmental assignments to determine progress or the extent of completion, and prepare progress reports.
  • Assist in the preparation of the annual budget by reviewing departmental budgets for verification and justification purposes and providing recommendations.
  • Review council agenda items; screen for inconsistencies or potential problems; recommend submission to Council.
  • Serve as a City representative explaining and discussing views, interests and policies of the City to the Council, Board & Commissions, City task forces, targeted community groups, and other interested parties inside and outside the community.

Within the community and organization, ensure increased understanding and support for City programs, services, and policies.

  • Confer with persons requesting service or making complaints, in person or by telephone; investigate circumstances and recommend appropriate action in accordance with established policies and regulations.
  • Represent City Administration, as delegated, at community meetings, hearings, task force meetings, City Council meetings and when working with other governmental agencies.
  • Make verbal and written presentations to City teammates, Management, Council, community associations, boards, outside agencies or organizations.
  • Team Leadership

Supervise City department heads : Public Works, Community Development and Transit

Foster a collaborative leadership style that encourages teamwork, promotes initiative, and provides professional growth opportunities for all departmental teammates.

Develop and implement effective employee coaching and performance management strategies to ensure the achievement of organizational priorities and to create an environment that encourages innovation, teamwork, employee engagement, fiscal responsibility, and high-quality work.

Create expectations and outcomes for employees to work collaboratively with other City department staff, public agencies, customers, and the community.

Oversee the recruitment, hiring, and orientation processes for new teammates and ensure strategies are implemented to obtain and maintain a diverse workforce.

Partner with the Human Resources professionals to resolve employment / labor relations issues and participate in collective bargaining agreement negotiations when requested.

Encourage and inspire employees to do their best work while demonstrating positive leadership, positive communication, and a commitment to our Foundational Principles.

MINIMUM QUALIFICATIONS

Education and Experience

A Bachelor's degree in public administration, business administration, political science or closely related field from an accredited four-year college or university AND eight (8) years of full-time, increasingly progressive executive-level experience in a larger municipal organization;

and three (3) years of experience in the creation and execution of strategic public programs.

An equivalent combination of education to successfully perform the essential duties of the job.

A Master's degree from an accredited college or university with major course work in public administration, business administration, political science or closely related field.
