Description

The City of Richmond Department of Public Utilities is seeking candidates to fill a Utility Plant Specialist, Instrument and Control position in the Wastewater Treatment Division. The selected candidate will be a dedicated and focused self-starter who will maintain advanced electronic equipment knowledge associated with the public utility systems, be able to troubleshoot, repair, calibrate, and install instrumentation and electronic equipment devices.

Duties include but are not limited to

  • Installing, repairing and maintaining advanced electronic equipment;
  • Servicing and performing preventative maintenance on various analytical equipment at the utility plant;
  • Calibrating and repairing variable frequency drives, gas monitors and various in-process instruments;
  • Researching and recommending replacement/upgrade systems;
  • Maintaining up to date data in asset management;
  • Performing administrative tasks, compose work orders per CMMS; electrical schematics; blueprint reading; and simple technical documents;
  • Periodically monitoring the SCADA network for faults, alarms and equipment status;
  • Keeping detailed records with a computerized maintenance management system;
  • Providing feedback to the Section supervisor;
  • Assisting other utility trades, as needed.
Incumbent serves as an Essential employee, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather.
This position requires working eight (8) hour shifts overtime if necessary and on-call duty (to include working weekends and Holidays periodically.)

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of Electronic and electrical principles; pneumatic and hydraulic principles; reading electronic, electrical, pneumatic, and hydraulic schematics and loop drawings; calibration principles, measurement accuracy, and motor theory; and motor speed controls such as variable frequency drives, soft starts, DC drives and step transformers Knowledge of Wastewater Treatment Facility. Calibrate and install flow, level, temperature, and pressure Transmitters. Communication VIA current loops and digital communications: HART communication and networks; Understand the methods and techniques of a SCADA Systems database management and administration.
Demonstrated skills troubleshooting electrical circuits; reading and understanding drawings, blue prints, and maps; reading electronic, electrical, pneumatic, and hydraulic schematics and loop drawings; using and operating various equipment safety and correctly; basic use of a computer.
Demonstrated ability to use appropriate hand tools; perform circuit board repairs; follow ladder logic, structured text programs, and Boolean logic; prepare flowcharts and diagrams to specify in detail the order of each operation; create schematics/diagrams/drawings in support of documentation and problem solve.


MINIMUM TRAINING AND EXPERIENCE:

  • High School Diploma or GED;
  • One year of experience for entering the lowest zone as set up in the Broad Band program, additional experience is required for higher zones;
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification


LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:

  • Valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire;


PREFERRED TRAINING AND EXPERIENCE:

  • An Associate's Degree or completion of a certified technical college program;
  • Three (3) or more years of experience with electrical/mechanical systems;
  • Ability to read blue prints and electrical schematics, shop drawings, simple technical documents and write brief reports;
  • Demonstrated skills troubleshooting, calibrating and repairing process controls, SCADA and low voltage equipment;
  • Electronic Technical / Military Electronic Technical School is a plus.
