City of Richmond (CA) is Hiring a Management Analyst, Principal Near Richmond, VA

The City of Richmond, Department of Public Utilities is seeking a highly qualified candidate to fill the position of Management Analyst Principal with the Richmond Gas Works Division. This role demands a deep understanding of Virginia procurement processes, encompassing the intricate responsibilities of a contract administrator across various levels of government—local, state, and municipal. The incumbent will have oversight and responsibility for division level contract administration, recruitment, and accounts payable and warehouse operations and administration.
  • Providing oversight of professional procurement and contract administration services. Work includes ensuring procurement activities comply with policies, procedures, regulations, and laws; identifying strategic sourcing activities to reduce costs; cost/price analysis, collaborating with Minority Business Development staff to further minority business goals; Oversight of processing items for payments; forms accuracy; proofing and editing documents/reports; and records management. Managing pre- and post-award contract administration including cost/price analysis, and liaison between contract and project managers.
  • The role involves executing supervisory duties, which encompass a range of tasks such as recruiting, hiring, training, and employee performance management. These responsibilities are essential for overseeing the team's performance, ensuring efficient workflow, and maintaining high standards of productivity and quality. By effectively managing these tasks, the supervisor plays a pivotal role in driving the team towards achieving organizational goals and fostering a positive work environment.
  • This position involves evaluating and analyzing various options and then preparing, reviewing, and submitting routine as well as specialized technical statistical reports. Additionally, the role provides updates, conducting research, gathering data, extrapolating insights, analyzing information, synthesizing findings, and reporting on relevant findings. The responsibilities extend to reviewing and approving expenditure transactions, as well as managing and approving budgets, expenditures, journal vouchers, and similar financial transactions.
  • This role is responsible for the comprehensive management of policies and procedures within an organization. The responsibilities include developing new policies, implementing them effectively, continuously monitoring their application, and evaluating their outcomes. Furthermore, the individual in this position is tasked with making insightful recommendations to the management team based on their evaluations and observations. This requires a keen eye for detail, analytical thinking, and strong communication skills to ensure that the organization operates smoothly and efficiently in accordance with established protocols.
QUALIFICATIONS, SPECIAL CERTIFICTIONS AND LICENSES:
  • This role demands a deep understanding of Virginia procurement processes, encompassing the intricate responsibilities of a contract administrator across various levels of government—local, state, and municipal. 
  • Considerable knowledge of fund accounting; electronic databases and related software applications; governmental accounting concepts; intermediate to advanced level mathematics and statistical calculations as applicable to fund distribution and assessment ratio studies
  • Thorough knowledge of computer programs such as Microsoft Office Suite and Adobe Acrobat. 
  • The skill sets required to analyze and aggregate data; assist with special projects and programs; communicate results of analyses and recommendations professionally and effectively with senior management and peers; develop manuals and operating procedures as necessary; maintain records, data, and other information in the department of focus. 
  • The ability to multi-task, organize, plan, prioritize, problem-solve, and manage time wisely.
KNOWLEDGE, SKILLS AND ABILITIES

 MINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's degree in business or public administration, or field related to assignment
  • Four years of junior management-level professional experience in area related to assignment
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

  • Virginia Contracting Associate Officer (VCA) certification
  • Virginia Contract Administrator and Risk Management (VCARM) certification

The essential duties of this classification may require the ability to regularly talk; frequently finger, hear, see, and perform repetitive motions; and occasionally stoop, kneel, crouch, reach, stand, walk, push, pull, lift, and grasp. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
