Classification Description Summary

Under general direction, performs a variety of complex and difficult professional level accounting duties involved in maintaining, analyzing, verifying, and reconciling complex financial transactions, statements, records, and reports; coordinates and oversees various accounting activities including the maintenance of the City's general and specialized accounting systems; assists in the preparation of annual audit and year end closing; and provides highly responsible and complex technical and staff assistance to management staff.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Perform a variety of complex and difficult professional level accounting duties involved in the coordination and supervision of various accounting activities supporting City-wide operations; maintain accuracy of general and specialized ledgers and subsidiary financial systems; analyze accounts, develop statistics, prepare financial statements and reports, and advise management on financial activities and conditions.

Monitor and analyze current budget year revenue projections, cash flow analysis, and expenditure report; prepare and provide monthly report to management staff.

Review fund policies; create new fund policies as needed.

Act as staff liaison for the external audit process

Prepare a variety of financial, statistical, and special reports including select sections of the comprehensive annual financial report.

Update the plan for indirect costs allocation; update annual fee schedule for all City fees.

Analyze records of past and present operations, trends, and costs, estimated and realized revenue, administrative commitments, and obligations incurred.

Review and analyze accounting and internal control procedures in City departments; recommend revisions and modifications to management and internal auditor.

Monitor financial and compliance aspects of franchise agreements.

Lead or participate in special projects aimed at improving City operations; conduct research and coordinate with other government agencies and City departments to formulate recommendations.

Assist with preparation of City budget and provide oversight and analysis of various departmental budget issues; review staff reports as required.

Participate in the development, installation, and maintenance of specialized accounting information systems.

Serve as finance liaison to the Redevelopment Agency; perform tax increment analysis, debt administration, project administration, accounting review, budgeting, and related duties.

Serve as finance liaison to the City's grants function; ensure departments have adequate documentation and that financial records are sufficient for audit purposes.

Analyze new legislation proposed and its impact on City operations; analyze new GASB pronouncements including fiscal impacts to the City; coordinate efforts to analyze BDR's during legislative sessions to estimate fiscal impacts to the City.

Lead, plan, train, and review the work of staff responsible for providing assigned accounting related services and activities; provide assistance with day-to-day coordination of workload and tasks; participate in performing the most complex work of the unit.

Train assigned employees in work methods, procedures, and techniques; provide orientation to staff on departmental policies and procedures.

Verify the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.

May represent the City before state and local agencies as required.

Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Operations, services, and activities of a municipal accounting program.

Principles of financial administration.

Principles and practices of public agency financial management including general and governmental accounting, auditing, and reporting functions as well as Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS).

Methods and techniques of analyzing general ledgers and preparing journal entries.

Principles and practices of financial record keeping and reporting.

Methods and techniques of preparing financial reports and statements.

Advanced mathematical principles.

Principles of supervision, training, and evaluation.

Office procedures, methods, and equipment including computers and applicable software applications; data processing applications as they relate to accounting operations.

Principles and practices of automated financial systems.

Pertinent federal, state, and local laws, codes, and regulations.

Ability to:

Independently perform the most difficult professional accounting assignments.

Oversee, train, and evaluate assigned technical and clerical personnel.

Examine and verify financial documents, reports, and transactions.

Prepare and maintain accurate financial statements, records, and reports.

Analyze and draw conclusions from financial data.

Analyze complex issues, evaluate alternatives, and reach sound conclusions.

Interpret financial data and recognize accounts that need detailed investigation.

Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.

Understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.

Perform mathematical calculations quickly and accurately.

Develop and implement efficient accounting procedures and internal controls.

Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

Plan and organize work to meet changing priorities and deadlines.

Respond to requests and inquiries from other departments, the general public, and government agencies.

Work in a team based environment to achieve common goals.

Coordinate multiple projects and complex tasks simultaneously.

Meet the physical requirements to safely and effectively perform the assigned duties.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

A Bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration, or a related field.

Experience:

Three years of increasingly responsible professional-level governmental accounting experience.

License or Certificate:

Possession of CPA designation is desirable.
