POSITION TITLE: CALEA Manager (Fulltime Exempt, Civilian position)
REPORTS TO: Police Sergeant
SUPERVISES: Not applicable
PURPOSE:
The CALEA Manager maintains the Papillion Police Department's accreditation program according to Federal, State of Nebraska, and CALEA (Commission on Accreditation for Law Enforcement Agencies) law enforcement standards. The Manager performs analytical and administrative work, with an emphasis on planning and coordinating accreditation activities as directed by the Police Sergeant and Police Chief.
DUTIES AND RESPONSIBILITIES:
  1. Knowledge of Accreditation Standards: Understand the standards set by the State of Nebraska and CALEA, which is crucial for managing the accreditation process effectively.
  1. Problem Solving: Solve problems involving complex variables of CALEA standard interpretation and execution.
  1. Policy Development: Develop, review, and update policies and procedures to ensure compliance with accreditation standards.
  1. Documentation and Records Management: Proficiently maintain accurate and organized records, manage documentation related to the accreditation process, and ensure compliance with record-keeping requirements.
  1. Quality Assurance: Implement and oversee quality assurance processes to evaluate agency practices and identify areas for improvement to maintain accreditation standards.
  1. Training and Education: Design and arrange for the delivery of training programs to ensure agency personnel are knowledgeable about accreditation requirements and promoting a culture of compliance.
  1. Data Analysis: Analyze agency data and performance metrics to identify trends, assess compliance, and make informed decisions to maintain and improve accreditation status.
  1. Project Management: Strong project management skills to coordinate and oversee the accreditation process, including managing priorities, timelines, resources, and stakeholder communication.
  1. Audit Preparation: Prepare the agency for accreditation site visits and audits to ensure readiness, including the facilitation of interactions with auditors.
  1. Liaison with Accrediting Bodies: Serve as the primary point of contact with Nebraska and CALEA, maintain effective communication, and address any inquiries or issues.
  1. Policy Interpretation: Interpret accreditation standards and apply them to agency policies, procedures, and practices.
  1. Compliance Monitoring: Regularly monitor agency activities, procedures, and practices to ensure ongoing compliance with accreditation standards.
  1. Risk assessment: Conduct risk assessments to identify potential vulnerabilities or non-compliance areas and implement risk mitigation strategies.
  1. Continuous Improvement: Driving a culture of continuous improvement within the agency by fostering innovation, implementing best practices, and promoting a commitment to excellence.
  1. Stakeholder Engagement: Effectively engaging with internal and external stakeholders, such as agency personnel, community members, and other law enforcement agencies, to ensure understanding and support for accreditation efforts.
  1. Conflict Resolution: Resolve conflicts and address challenges that may arise during the accreditation process, such as conflicting priorities or resistance to change.
  1. Confidentiality: Protect the confidentiality of departmental communications, documents, and correspondence.
  1. Engagement: This position requires the employee to be physically present at the workplace to fully engage with the team and participate actively in all aspects of this role.

REQUIRED ABILITIES / QUALIFICATIONS:
  • Maintain regular and dependable attendance on the job.
  • Aptitude for learning an electronic document management system.
  • Read and interpret materials concerning the public safety agency and criminal justice processes.
  • Knowledge of the principles and practices of modern public safety agency operations and administration.
  • Strong organizational and follow-up skills.
  • Strong verbal and written communication skills, in English.
  • Work independently in this highly autonomous position.
  • Make independent judgements and decisions based on analytical and innovative thinking.
  • Perform job duties efficiently while managing frequent interruptions.
  • Type accurately using a computer.
PREFERRED ABILITIES / QUALIFICATIONS
  • PowerDMS Certified Professional certification or significant exposure to use of the system.
  • Sworn law enforcement experience or worked in law enforcement as a civilian employee.
ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES:
  • Must possess a valid driver's license at the time of hire.
  • Graduation from an accredited college or university with a bachelor's degree and/or years of service directly related to CALEA accreditation, law enforcement, and/or the PowerDMS document management system.
  • Must maintain all certifications, qualifications, and training as required for this position.
ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS:
Work is generally performed indoors in an office setting and may require bending, lifting, and carrying office supplies, books, files, and other materials. The Accreditation Manager position mainly conducts business sitting at a desk, in front of a computer. He/she must be able to sit for extended periods of time, talk, hear, and must have the ability to transport themselves to and from various locations within the Police Department and other locations outside the building on occasion. Hand-eye coordination is necessary to operate computers and various other pieces of equipment. While performing the duties, he/she is required to use hands and fingers to handle, feel, or operate objects, tools, or controls and to reach with hands and arms. Vision abilities required for this position include close vision and the ability to adjust focus. The noise level is usually quiet or moderate.
Work requires interaction with other police personnel, other city staff, and other outside business/entities and may be stressful when meeting positional deadlines.
