General Statement of Duties
Performs Field inspections of City and Developer projects that may include but is not limited to stormwater, water. wastewater, roadways, etc. to ensure work being performed complies with the Construction Issued Plans, City details & materials, specifications, ordinances, policies and standards under the general supervision of the City Engineer.
Distinguishing Features of the Class
The employee exercises considerable judgement and independence of action including broad contacts with citizens, contractors and developers. Work may subject the employee to environmental conditions, extreme temperatures, and construction noise and hazards. Work is performed under regular supervision and is evaluated based on conferences, review of completed work, and observation of demonstrated skills.
Duties and Responsibilities
Essential Duties and Tasks
Schedules and conducts inspections of City infrastructure including water lines, sanitary sewer lines, pump stations, force mains, streets, greenway and sidewalks, storm drainage and capital construction projects for compliance with plans, specifications and standards.
Holds and/or Attends pre-construction conferences; verifies project status through project completion and acceptance.
Ensures that record drawings are submitted and reviewed for accuracy and completeness to be entered into the City’s GIS mapping system.
Verifies that record drawing accurately depicts size, quantity, and lengths of infrastructure to be added into fixed assets.
Provides adequate project supervision and coordination between other City departments and contractors.
Handles public inquiries and complaints concerning streets, driveways, storm water control, grading, water and sewer projects; notifies appropriate officials of non-conformance of related Town ordinances.
Serves as liaison between the designers, the contractors, and the public as well as outside agencies involved in the project.
Interprets the contact drawings and specifications; works with Contractors to ensure they perform work per the approved documents, answers questions from contractors.
Assists in resolving issues when confronted with unanticipated or changed field conditions; Rejects or accepts work performed by contractors.
Coordinates construction with other City departments.
Ensures and verifies that permits have been issued for water and sewer extensions prior to construction.
Verifies that construction quantities for payments-in-lieu, letters of credit, bonds, etc. meets outstanding work to be performed.
Maintains inspection records, permits, plans and related documents on file.
Makes recommendations for engineering design revisions based on field conditions; Drafts and evaluates change orders.
Verifies bacteriological samples for new water systems.
Maintains project records and keeps a logbook including tracking final State & City acceptance certificates of occupancy when required;
Reviews engineering estimates for financial guarantees and sets up files; Attends/Holds monthly progress meetings and generates and distributes minutes.
Reviews shop drawings and maintains shop drawing log.
Monitors project schedules and alerts management as needed.
Schedules and evaluates geotechnical testing.
Reviews payment requests verify quantities for payment and sign pay applications for Capital projects.
Ensures engineering certifications, payment of fees, dedication of right of ways and easements prior to acceptance.
Prepares/Reviews punch lists and reviews status for completion; Schedules and performs end of warranty inspections;
Prepares and distributes project completion letters;
Working knowledge of GIS mapping
Coordinates work with the City Engineer throughout entire project process

Knowledge, Skills, and Abilities
Ensure satisfactory compliance with City specifications and standards.
Thorough knowledge of construction practices, techniques and equipment relating to public works and utilities; thorough knowledge of construction testing and evaluation.
Thorough knowledge of related ordinances and engineering principles, practices and specifications.
Ability to read and interpret plans, specifications, codes and ordinances and to compare them with various aspects of construction in progress.
Thorough knowledge of OSHA regulations and requirements, ability to detect safety issues and errors in construction projects.
Ability to establish and maintain effective working relationships with City officials, contractors, residents, businesses and other employees
Ability to maintain accurate records, manage projects and to work with computers (MS Office Suite, Windows, Adobe).
Ability to read plans, specifications, shop drawings and perform calculations needed to interpret plans.
Ability to learn the City's engineering specifications, and state and federal regulations relating to streets and roadways, water and sanitary sewer systems, stormwater, etc..
Physical Requirements
Must be able to physically perform the basic life operational support functions of climbing, balancing, stooping, kneeling, reaching, crouching, standing, walking, grasping, talking, hearing, and repetitive motions.
Must be able to perform light work exerting up to 20 pounds of force occasionally, 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
Must possess the visual acuity to compile and compute data and statistics, operate a computer keyboard, do reading, and use measuring devices.
Subject to inside and outside environmental conditions including extreme weather conditions and temperature.
May be subject to noise and hazards associated with working around construction activities, woods, streams, moving traffic, etc.
Desirable Education and Experience
3-5 years of utility, stormwater and roadway construction experience as an inspector or installer
OSHA 10 or 30 Hour and Competent Person Training at time of hire or complete within 6 months of hire
APWA Certified Public Infrastructure Inspector preferred or equivalent training/certifications
High school diploma or equivalent
Graduation from a two-year technical school or community college with a major in engineering technology or related field preferred
Special Requirement
Possession of a valid North Carolina driver's license.
