JOB
Performs Project Management for City and Developer Infrastructure Projects
Performs difficult professional and administrative work regarding the infrastructure of the City, including engineering services; water distribution and sewer collection and wastewater treatment system construction, maintenance and operation; street and sidewalk construction and repair; storm water operations, and other infrastructure and design. Work is performed under the general supervision of City Engineer.
The employee exercises considerable judgement and independence of action including broad contacts with citizens, contractors and developers.
Distinguishing Features of the Class
An employee in this class performs project management work overseeing, coordinating, and managing various infrastructure projects for the city. Responsible for coordinating assigned activities with other departments, outside agencies and the public, and providing responsible administrative support to the City Engineer. Work is performed under the general supervision of the City Engineer.
Essential Duties and Tasks
Manages City construction projects to include coordinating project design and construction; reviewing engineering plans and specifications; conducting field inspections including final inspection and soil stabilization; and testing of lines.
Reviews all City & Developer construction plans and related documents (soil reports, engineering calculations, etc.) for compliance with City Standard Specifications and Details, adopted technical codes, zoning ordinances, state and federal regulations, etc.; Works with architects and engineers to make required corrections.
Manages project budgets; prepares cost estimates and monitors expenditures to ensure compliance with approved budget, including payments and change orders.
Prepares long-term project schedules and monitors progress of project in meeting established schedules.
Performs complex engineering calculations using computers, calculators, design manuals and other resources.
Prepares and presents reports pertaining to technical subject matter and ordinance requirements on projects appearing before City officials, homeowner groups and other community organizations.
Provides technical information, code interpretations and answers complex questions from architects, engineers, developers, contractors and the general public relating to engineering projects, and serves as the point of contact in this process.
Coordinates data collection and other research such as soil testing, subsurface utility engineering (SUE) and surveying.
Meets and confers with the public, engineers, developers, architects, governing officials, and contractors in a variety of situations and conditions, mediates disputes, resolves conflicts, and provides solutions to both technical and adaptive problems.
Procures project approval, encroachments and permits from City and outside agencies as required; Serves as liaison with other City departments and outside agencies.
Coordinates easement acquisition efforts as required for assigned projects.
Assists in departmental planning and program management, including maintaining, updating and enforcing City Codes, Ordinances, Policies, Standard Construction Specifications and Details, and various Standard Procedures.
Knowledge, Skills and Abilities
Thorough knowledge of related public works, stormwater, utilities, NCDOT regulations, municipal policies, state and federal laws and regulations
Thorough knowledge of the equipment and materials used in the construction, maintenance and repair of water and sewer lines, and streets and other public infrastructure
Coordinating deadlines, prioritizing work demands and assigning/monitoring work performed.
Providing project management, organization and logistics coordination.
Managing project or program finances.
Monitoring compliance with applicable plans, standards, specifications, regulations and contracts.
Identifying engineering-related deficiencies and recommending solutions.
Researching industry trends, solutions and best practices.
Exercising political acumen, tact and diplomacy.
Interpreting and applying applicable laws, codes, regulations and standards.
Providing customer service.
Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.

Physical Requirements
Must be able to perform the physical life functions of climbing, stooping, kneeling, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing and repetitive motions
Must be able to perform light work exerting up to 20 pounds of force occasionally; up to 10 pounds of force frequently and/or constantly
Must possess visual acuity to produce and review written reports and records including mathematical calculations, analyze data, and to read maps, schematic drawings and plans
Education and Experience
Bachelor's degree from an ABET accredited program in engineering or directly related field and at least three years of engineering and/or construction/project management experience, preferably with some experience in public works and / or utility engineering; or an equivalent combination of education and experience.
Licensing/Certifications
Engineer Intern (EI) Registration preferred.
Professional Engineering (PE) Registration in North Carolina preferred.
Valid North Carolina Class C Driver's License with a satisfactory driving record required.
