CITY OF ORANGE is Hiring an Accounting Manager Near Orange, CA

The City of Orange Finance Department is looking for its next Accounting Manager! 
IMPORTANT INFORMATION:

ANNUAL SALARY: $105,192 - $134,904
The City contributes an additional 3% on top of salary which can be taken as cash or placed into a 401A Money Purchase Retirement Plan. Employees with a Master's degree or higher are eligible to receive $600 per month of Education Pay. Classic CalPERS members will be enrolled in the CalPERS 2.7% @ 55 benefit formula with one-year final compensation.
The Opportunity:
With a population of over 140,000, situated in Central Orange County approximately 32 miles southeast of Los Angeles, the City of Orange is seeking its next Accounting Manager. The Finance Department is committed to providing effective, prudent, and efficient financial planning for the City of Orange.

Definition:
Under general direction, plans, organizes, oversees, coordinates, and reviews the work of staff performing difficult and complex professional, technical, and administrative support related to the processing of financial transactions and preparing and reconciling financial and accounting records and reports; performs professional accounting work to ensure regulatory compliance with governmental accounting standards; maintains and improves the City's accounting system; administers current and long-term planning activities; manages the effective use of department resources to improve organizational productivity and customer service; provides highly complex and responsible support to the Finance Director and Assistant Finance Director in areas of expertise; and performs related work as required.

Compensation and Benefits:

The annual salary range for the Accounting Manager is up to $134,904.Placement within the range is negotiable and dependent upon qualifications (DOQ). The City contributes an additional 3% on top of salary which can be taken as cash or placed into a 401A Money Purchase Retirement Plan. Employees with a Master’s degree or higher are eligible to receive $600 per month of Education Pay which is reported to the California Public Employees’ Retirement System (CalPERS) as pensionable compensation.

The City offers an outstanding benefits package which includes retirement benefits provided by CalPERS. The City of Orange is one of a few cities in Orange County in which an employee who is a Classic Member of CalPERS (or other reciprocal retirement system), will be enrolled in the CalPERS 2.7% @ 55 benefit formula with one-year final compensation. Classic Member employees contribute 8.0% of pension reportable salary on a pre-tax basis for this retirement benefit.

Employees who are new CalPERS members (those obtaining initial membership on or after January 1, 2013), will be enrolled in the CalPERS 2% @ 62 benefit formula with three-year final compensation in accordance with PEPRA. New member employees contribute 7.75% of pension reportable salary on a pre-tax basis for this retirement benefit.

In addition, the City offers a comprehensive benefits package including:

  • Generous vacation accrual of 104 hours during the first year of service and increasing annually up to 244 hours per year after 30 years of service. 
  • Receives 63 hours of administrative leave annually.
  • The City observes 9.5 paid fixed holidays and provides 22.5 hours of floating holidays annually.
  • Cash value of unused administrative leave and floating holidays will be contributed on a tax-deferred basis to be used for employee medical expenses upon retirement in a Retirement Health Savings Plan.
  • The City pays $2,030 per month which can be applied towards medical, dental, and/or vision insurances. Any unused balance may be taken as cash. A medical waiver amount of $500 is offered as cash if proof of comparable medical insurance coverage exists.
  • Wellness reimbursement of $550 per fiscal year. 
  • 9/80 alternate work schedule with City Hall closures every other Friday. City Hall is generally closed between Christmas Day through New Year's Day for a holiday break.

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Plans, manages, and oversees the daily functions, operations, and activities of the Accounting Division and Accounts Payable Division, including preparing, monitoring, forecasting, and analyzing financial information, financial processing, reporting, and record-keeping.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
  • Participates in the development, administration, and oversight of division budgets.
  • Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to the Director or Assistant Director.
  • Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees on performance issues; recommends discipline to the Director or Assistant Director.
  • Manages and participates in all activities related to the City's accounting function, including the accounting system, accounts payable, accounts receivable, processing and issuance of checks and warrants, and cash receipts.
  • Maintains and reconciles a variety of ledgers, reports, and accounting records; examines accounting transactions to ensure accuracy; approves journal vouchers to post transactions to accounting records; performs month-end, fiscal year-end, and calendar year-end accounting system processing.
  • Prepares and reviews various quarterly and annual tax returns and Use Tax including Form 1099.
  • Reviews retention releases and escrow agreements for contractor payments.
  • Prepares Independent Contractor Reporting file and mail to Employment Development Department.
  • Prepares and provides year-end training related to accounts payable processing to other City staff.
  • Reviews Account Payable Warrant Registers.
  • Prepares and analyzes a variety of complex financial reports, statements, and schedules; prepares new-year, mid-year, year-end and special reports, including the State Controller's Report and Annual Comprehensive Financial Report (ACFR).
  • Prepares, calculates, and analyzes a variety of financial reports and data in the preparation of the annual operating and Capital Improvement Program budgets.
  • Prepares the annual budget, including goals and objectives for the Accounting Division.
  • Coordinates the City's annual and miscellaneous audits of financial statements and grants.
  • Assists in the preparation of agenda items for City Council review.
  • Participates in the development, revision, and maintenance of policy and procedure manuals governing fiscal matters; monitors financial procedures of all City departments, including internal audits and checks and balances; ensures that necessary corrective actions are taken.
  • Provides information to City departments regarding financial policies and procedures; interprets policies and procedures for departments.
  • Reports financial information and provides special reports to the City Treasurer regarding investment of City funds.
  • Provides highly complex staff assistance to the Finance Director and Assistant Finance Director; develops and reviews staff reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.
  • Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to assigned programs, policies, and procedures, as appropriate.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public agency finance and accounting; researches emerging products and enhancements and their applicability to City needs.
  • Monitors changes in regulations and technology that may affect assigned functions and operations; implements policy and procedural changes after approval.
  • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
  • Performs other duties as assigned.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in accounting, finance, business or public administration, or a related field and five (5) years of management and/or administrative accounting experience, including three (3) years of supervisory experience.

Licenses and Certifications:

  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
  • Certification as a Certified Public Accountant in the State of California is highly desirable.

Physical Demands:
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Working Conditions
This position requires regular and reliable attendance and the employee’s physical presence at the workplace. May be required to work various shifts, including, but not limited to, early mornings, evenings, weekends, and holidays, at a variety of City locations.
Environmental Elements

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Disaster Service WorkerAll employees of the City of Orange are designated by both State law and City ordinance to be “Disaster Service Workers.” In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees’ normal work assignments and may continue through the recovery phase of the emergency.
