The Public Works Director performs responsible administrative work in planning, organizing, coordinating and directing the activities of the Public Works Department.
DISTINGUISHING CHARACTERISTICS OF THE CLASS:
 
Public Works Directors are responsible for the professional and administrative position directing and supervising the operations of the Public Works Department. Administrative supervision is exercised over activities of the department such as construction and maintenance of City buildings, streets and rights-of-way, storm sewers, sanitation, treatment and distribution of water supply, repair and maintenance of water lines and sewer lines, and service installations of water and sewer utilities. Oversees the fleet maintenance facility and coordinates the department's operational budget. Responsibilities involve the management and supervision of all non-tax supported public utility undertakings of the City and enforcement of all obligations of privately owned and operated public utilities enforceable by the City. Work is performed under the general direction of the City Manager, with wider discretion for the exercise of independent judgment in resolving problems within the scope of established policies and procedures.
  • Organizes, directs, and coordinates, through subordinate personnel and administrative assistants, the functions and activities such as refuse collection and disposal, maintenance of streets, oversees the purchasing and maintenance of all city vehicles and equipment, storm sewers, municipal buildings, water treatment and distribution, repair and maintenance of water lines and sewer lines, and service installation of water and sewer utilities.
  • Supervises the design and construction of public works projects and works with City and consulting engineers in the design of such projects.
  • Prepares or reviews estimates, detailed plans and specifications for repairs and improvement.
  • Directs building maintenance, expansion, and construction programs.
  • Develops administrative and program standards of the various activities concerning the installation and maintenance of sewer mains, sewer laterals, and the maintenance of all water mains, water meters and attendant services, force mains and appurtenances.
  • Coordinates and administers departmental budget.
  • Helps to develop programs, goals, and training courses for each of the various activities of the department.
  • Coordinates activities with private contractors, utilities, and other governmental agencies.
  • Attends City Council meetings and meetings of other governmental agencies.
  • Directs the development, updating and maintenance of City maps and related records.
  • Responsible for long and short-range studies regarding the water and sewer utility needs of the City.
  • Keeps records and makes reports concerning public utility activities.
Bachelor's degree in Public Administration, Business Administration, Engineering or a related field with course work in civil or sanitary engineering, preferably supplemented by graduate studies in an area of required specialization, some of which shall have been at the level of division head or above, plus considerable progressively responsible experience in Public Works or Public Utilities as a Director, Manager or High-Level Administrator.
A Valid Florida Driver's License.
  • Comprehensive knowledge of the principles and practices of civil engineering as applied to the administration of public works activities, including water treatment and distribution and sewer collection.
  • Comprehensive knowledge of the laws, ordinances and regulations related to departmental activities.
  • Thorough knowledge of management principles and techniques, and ability to manage the operations of the department economically and efficiently to attain the desired results.
  • Good knowledge of modern principles and practices of public works administration.
  • Good knowledge of the sources of engineering information and facility in the application of engineering methods.
  • Ability to interpret detailed engineering plans and drawings.
  • Ability to express ideas clearly and concisely, orally and in writing.
  • Ability to establish, maintain and promote effective working relationships with subordinates, other agencies, and the public.
  • Initiative and resourcefulness in handling emergency situations as they arise.
