GENERAL STATEMENT OF RESPONSIBILITIES
Under limited supervision, this position is responsible for researching, developing and implementing
citywide safety and health programs. Reports to the Manager of People Culture and Experience.
ESSENTIAL JOB FUNCTIONS
Develops resources, coordinates and facilitates a variety of safety and health training programs and
events; makes arrangements for instructors or media and maintains a multi-media safety and health
training library; and designs and coordinates newsletters, safety and health bulletins and awareness
campaigns.
Researches, develops and implements safety programs in areas such as accident investigation and
prevention, motor vehicle safety, confined space, hearing conservation, building safety, ergonomics,
environmental recycling and control and various Occupational Safety and Health Administration
(OSHA) mandated programs. Annually reviews safety policies and procedures and updates as
needed.
Ensures that all City departments comply with the safety and health standards promulgated by the
Occupational Safety & Health Administration (OSHA). Develops safety policies, writes procedures
and disseminates information; directs or provides research, technical expertise, designs programs
and/or analysis and makes recommendations to management on a variety of difficult safety or health
issues, programs, topics or enforcement concerns including current or proposed regulations and their
potential impact upon operations.
Performs building, work site and equipment inspections; collects and maintains appropriate accident
and injury statistics, regulatory documentation, and records; conducts work site interviews and safety
discussions, collects data analysis to identify trends; track metrics and applies findings to complete job
and site hazard analysis reports, completes accident or incident investigations and follow-up reports.
Offers formal recommendations for reducing and eliminating hazards.
Coordinates with other City departments or outside agencies where necessary; oversees the citywide
Safety and Health Committee and may assist with department level Safety and Health Committees.
May serve on special committees or projects. Oversees and audits safety certification and training
program compliance for applicable positions across departments and the city.

REQUIRED KNOWLEDGE
• Safety – Thorough knowledge of Federal, State and Local regulations as they pertain to principles,

practices, trends and methods related to occupational health and safety. Thorough knowledge of current
and accepted safety practices and principles as they relate to municipal government.

  • Technology – Knowledge of general office equipment and personal computers to include word
processing, spreadsheets, and safety and training software to effectively complete a variety of
administrative tasks with reasonable speed and accuracy.

REQUIRED SKILLS
• Critical Thinking – Utilizes logic and reasoning to understand, analyze, and evaluate complex

situations and research information to identify the strengths and weaknesses of alternative
solutions, conclusions or approaches.

  • Time Management – Plans and organizes daily work routine. Estimates expected time of
completion of elements of work and establishes a personal schedule accordingly. Implements work
activities in accordance with priorities and estimated schedules.
  • Interpersonal Relationships – Develops and maintains cooperative and professional relationships
with employees and all levels of management to include representatives from other departments
and organizations.

REQUIRED ABILITIES

  • Judgment/Decision Making – Evaluating the best method of research and then exercising
appropriate judgment in establishing priorities and resolving complex matters. Considers the
relative costs and benefits of potential actions to choose the most appropriate one.
  • Communication – Excellent ability to effectively communicate complex ideas and proposals to
include preparation of training, reports, agendas, and policies. Excellent ability to listen and
understand information and ideas presented verbally or in writing.
  • Mathematics - Ability to perform arithmetic and statistical applications. Ability to employ basic
math principles and practices in the analysis and reporting of data.

EDUCATION AND EXPERIENCE
Bachelor’s Degree in Occupational Safety or Health, Industrial Hygiene, or a closely related field and
5-7 years progressively responsible experience in safety or health or an equivalent combination of
education and experience.

ADDITIONAL REQUIREMENTS
An acceptable background check to include a local and state criminal history check and a valid driver’s
license with an acceptable driving record.
PHYSICAL REQUIREMENTS

  • Tasks require the ability to exert very moderate physical effort in light work.
  • Some combination of stooping, kneeling, crouching and crawling.
  • Some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (10-20

pounds).

SENSORY REQUIREMENTS

  • Some tasks require the ability to perceive and discriminate sounds and visual cues or signals.
  • Some tasks require the ability to communicate orally.

ENVIRONMENTAL EXPOSURES

Performance of essential functions may require exposure to hazardous materials/chemicals, odors,
temperature, weather, and noise extremes, or traffic hazards.
