Job Description

The Office of Supportive/Affordable Housing and Services (OSAHS) assist former homeless clients succeed in permanent housing by providing access to permanent housing with support services. OSAHS works closely with divisions of Human Resource Administration (HRA) and other governmental and non-governmental service providers to create new programs and to integrate and refine existing services, so the people it serves can achieve their maximum functional capacity. Program areas under OSAHSs purview include the design and implementation of the Mayors 15,000-unit supportive housing commitment, master leasing services for former homeless senior citizens and developing innovative housing models to house in need individuals and families.

OSAHS supports and coordinates the development of supportive housing, provides services for senior affordable housing residents and other related series. Supportive housing is affordable housing with supportive services, including both mental and physical healthcare access, alcohol and substance use programs, and other social services.

General Statement:

The Office of Affordable/Supportive Housing and Services, Affordable Housing Unit is recruiting for two (2) Associate Staff Analysts to function as Contract Specialists who, under Director of Affordable Housing and Program Manager, Occupancy and Contracts, will:

- Monitor and evaluate a minimum of fifteen affordable housing contracts with non-profit providers to ensure that terms of their contracts are being met by monitoring monthly provider reporting, coordinating with Program Services team and assist them to identify and correct program deficiencies.

- Ensure all new and current affordable housing sites have new and renewal contracts and other contract amendments or updates registered in timely manner. Liaise with provider and all relevant DSS units, including ACCO and legal teams, as directed by Program Manager.

- Review and analyze programmatic and fiscal reports, annual budgets and budget modifications, contract accruals and expenditures, and for coordinating the annual review/close-out for contracts.

- Coordinate all referrals to portfolios housing providers. Ensure all vacant units in portfolio are filled in timely manner, coordinating with Program Services team and housing providers to ensure schedule of unit viewings, and move ins are completed. Liaise with DHS and other HRA departments to ensure rent subsidy and other funds are in place for provider and tenants.

- Generate reports and data as requested by senior management.

- Participate on committees to review proposals submitted in response to RFPs procured through HRA, with special focus on services in supportive and affordable housing.

- Perform other related duties as directed by Director of Affordable Housing.

Hours/Schedule: 9:00am-17:00pm (Flexible)

Qualifications

1. A masters degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee

benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or

2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in 1" above.
