City of Moses Lake is Hiring a Parks Maintenance Technician Near Moses Lake, WA

Job Description

JOB SUMMARY

This position performs technical duties in the maintenance, repair, and operation of parks and park facilities. The normal shift for this position is 7:30 a.m. - 4:00 p.m., Monday through Friday. Management may make seasonal schedule adjustments if needed, with advance notice to the employee. The main work location for this position is the Parks Operations Building located at 11789 Road 4 NE, Moses Lake, Washington. 

ESSENTIAL FUNCTIONS

  • Operates, repairs, and maintains the water park as assigned; performs water sampling and testing; repairs and maintains pumps, pipes, valves, etc.; troubleshoots and repairs chlorine feeders; inspects water features for repair needs; maintains grounds.
  • Repairs and maintains ice rink facilities; builds ices and sets lines; repairs and maintains chiller; operates resurfacing machine; repairs side boxes and other features.
  • Maintains parks and sports fields; mows grass, trims trees, and applies fertilizer; prepares fields for play; repairs bleachers and other structures.
  • Installs and repairs landscaping.
  • Cleans and restocks park restrooms.
  • Operates a variety of heavy and light equipment, including front-end loader, forklift, lawn mowers, snow blowers, etc.
  • While working with a crew, applies pesticides with spray equipment.
  • Inspects, maintains, and repairs equipment.
  • Paints signs, garbage cans, and other park features; installs benches, sidewalks, garbage cans, etc.
  • Trains and oversees the work of seasonal employees.
  • Repairs and maintains boat ramps and docks.
  • Maintains and repairs irrigation systems.
  • Winterizes a variety of equipment and facilities.
  • Performs additional related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION

  • Knowledge of parks and grounds maintenance principles and practices.
  • Knowledge of athletic field maintenance principles.
  • Knowledge of facilities maintenance principles.
  • Knowledge of aquatics facilities operations and maintenance principles.
  • Knowledge of ice rink maintenance principles.
  • Skill in the use of hand and power tools.
  • Skill in the use of a variety of grounds maintenance tools and equipment.
  • Skill in problem solving.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.

SUPERVISORY CONTROLS

The Parks Maintenance Foreman assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with instructions, accuracy, and the nature and propriety of the final results.

GUIDELINES

Guidelines include relevant state regulations and City and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of related technical duties. Inclement weather contributes to the complexity of the work. 
  • The purpose of this position is to participate in the maintenance of City parks and park facilities. Successful performance in this position contributes to provision of safe and well-maintained parks for use by the general public.
  • This position occasionally requires working evenings or weekends for projects. public events, and sporting events.

  • Contacts are typically with coworkers, other City personnel, vendors, contractors, and the general public.
  • Contacts are typically to give or exchange information, resolve problems, motivate persons, and provide services.

PHYSICAL DEMANDS/WORK ENVIRONMENT

  • The work is typically performed while intermittently sitting, standing, stooping, bending, crouching or walking. The employee frequently lifts light and occasionally heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over assigned seasonal personnel.

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the essential functions of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of or ability to readily obtain a valid driver’s license issued by the state of Washington for the type of vehicle or equipment operated.
  • Possession of or ability to obtain (within one (1) year of employment) a valid commercial class A driver’s license with air brake endorsement issued by the State of Washington.
  • Possession of or ability to obtain pesticide applicator’s license, boater’s safety card, playground safety inspector’s certification, flagger’s card, and aquatics facility operator’s license.
  • All applicants must be able to successfully pass a background check process which includes reference checks and criminal history checks, or other.

The City of Moses Lake offers a comprehensive benefits package. Employees (and their families) are eligible to enroll in medical, dental, and vision coverage. In addition to basic life insurance coverage, AD&D, dependent life, additional life insurance, long-term disability, EAP and LifeFlight are also offered. Retirement is through the Department of Retirement Systems - Public Employees Retirement System. Optional deferred compensation is offered with a City match of up to 2% of the employee's base salary. The City also offers an optional Flexible Spending Account (FSA) for healthcare and dependent care. 

Employees within the represented group of the City receive eleven (11) paid holidays plus two (2) floating holidays annually. Vacation accrual begins at 12 days annually and increases to 24 days annually with over 20 years of service. Sick leave is accrued at the rate of eight (8) hours per month. An annual longevity payment begins at 6 years of service. Employees are eligible for a $250 per year boot allowance for boots with either a steel or composite toe or $150 per year for other work appropriate footwear/recondition of an existing boot.
