While Minnetonka shares its name with the very popular Lake Minnetonka, the city of Minnetonka includes only one small bay of the lake – Gray’s Bay, which forms the headwaters of Minnehaha Creek.Job DescriptionPosition is located in Minnetonka, MN.In order to be considered for this role all applicants must apply through the city's website www.eminnetonka.com.The primary objective of this full time professional position is to coordinate and supervise the various aspects of the public improvement projects, development review and right-of-way work. This position supervises engineering technicians I-IV, including the right-of-way specialist. Duties/Responsibilities:Essential Job Functions:Coordinates and supervises the work of the engineering technicians assigned to data acquisition and construction inspection activities. Responsible for their training, schedules, performance evaluations and the efficiency and effectiveness of the assigned technical staff.Responsible for overseeing contract construction activities, surveying/staking and inspection of all public improvement projects including scheduling and coordinating the activities of all contractors, and communicating and coordinating with consulting engineers and all other government agencies implementing those projects.Responsible for providing timely reports on all ongoing construction activities to the assistant city engineer, the director of engineering, the city manager, the city council and the general public as may be appropriate or as directed.Assists in the preparation and updating of the five year capital improvements program for sanitary sewer, water, storm drainage, street system, and public improvement projects.Consults with the assistant city engineer to determine engineering department staff and consulting engineering assignments.Coordinates and supervises the work of engineers, technicians, and consultants assigned to project design and plan preparation activities.Responsible for communicating project updates with public.Responsible for the review of development proposals, proposed subdivisions, proposed lot divisions, proposed rezoning and proposed special land uses.Schedules, coordinates and represents the engineering department at pre-construction, construction and public improvement project neighborhood meetings.Responsible for the engineering department's review and processing of all grading permits as required by city ordinance, or as required as conditions of approval for lot divisions, site plan development, planned unit development, building construction and residential home construction.Responsible for field inspection and verification of compliance with permit requirements for all active grading permits, particularly upon release of a project's financial security.Responsible for reviewing and processing permit applications from other governmental agencies, public utilities, private contractors, and other parties proposing to work on public rights-of-way, public easements or other public property.Responsible for communication and coordination of all permit activities occurring throughout the city.Coordinates items relating to traffic engineering, including installation of street identification, traffic control signs, etc.Works closely with the planning and public works departments to provide technical engineering assistance in the review of subdivision plats and other proposed developments.Responsible for administering the city's pavement management program.Other Job FunctionsReceives general and technical supervision from the director of engineering.Consults with the assistant city engineer regarding the assignment of personnel to provide the most efficient and effective operations with respect to seasonal demands and other variations in the workload.Responsible for communication and the provision of engineering data on projects, construction, and permit related activities for various boards and commissions, representatives of other governmental agencies, consulting engineers, contractors, developers, civic and special interest groups and the general public.Represents the engineering department at meetings.Serves as liaison to the public regarding all public construction and permit activities and responds to requests for information.Provides assistance to other departments.Performs other duties and assumes responsibilities as apparent or assigned. Supervisory Responsibilities:Freely shares information needed so that employees can make decisions and do their job.Actively involves employees in the decision making process.Helps employees acquire the material and equipment they need to do their jobs.Communicates goals and objectives so that employees know what is expected of them.Encourages employees to develop their talents and participate in training opportunities.Recognizes accomplishments in a timely manner. QualificationsQualifications:Minimum Qualifications:A commitment to and belief in the organization's shared values.A Bachelor of Science degree in civil engineering from an accredited university or college.Professional engineers license from the state of Minnesota, or ability to obtain in one year.Desired Qualifications:Five to ten years of practical civil engineering experience.Professional civil engineering experience of a supervisory nature with a municipal engineering department or a consulting engineering firm working in the areas of municipal engineering.Experience in street preservation and rehabilitation relating to plan and specification preparation, and construction.Experience in preparing and/or reviewing plats, plans, and developer agreements for new subdivisions.Working knowledge of computerized pavement management applications, Step increases may occur after six months, one year, two years, three years from date of hire.**This position may also be eligible for a yearly departmental MERIT payment of 2.5% after one year of hire per personnel policy guidelines.
