City of Minneapolis is Hiring a Supervisor Engineering Technician II Near Minneapolis, MN

Position Description

This posting is restricted to current City of Minneapolis employees.
This position manages the function of a unit in the Public Works Department, managing customer service relationships and supervising staff, and perform high level technical work in support of public works functions.
This position will oversee the bridge safety inspection and maintenance program associated with City of Minneapolis bridges.
Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

* Manage the function of an office or unit, supervising staff responsible for city of Minneapolis bridge safety inspection required by City Ordinance and/or state, federal policies.
* Represent the Public Works Department in meetings with engineers, consultants, contractors, and the public regarding City standards and legal requirements for proposed work, including requirements of Bridge and Structures Inspection Program Manual, etc.
* Coordinate with engineers, consultants, property owners and Public Works divisions any work required related to bridge safety inspections, bridge construction, traffic obstructions, etc.
* Ensure that proposed plans and specifications meet Federal, State, and Local requirements,
* Supervise, coach and train staff engaged in technical and administrative work, monitoring inspections and construction activities and enforcing standards and City policies related to safety and work rules.
* Determine condition of bridges and make recommendations, providing technical support such as assisting in developing proposals for bridge repairs, rehabilitation, etc.
* Coordinate and perform bridge safety inspections and reviews to ensure compliance with standards and current policies
* Handle public relations, complaints, and controversial developments regarding the activities of unit supervised, making decisions as to how to proceed and working toward resolution.
* Maintain records, compile data and prepare a variety of reports.
* Plan, assess, and monitor the work of assigned staff, and provide technical assistance as needed
* Oversee archiving of historic data from hardcopy to digital file, ensuring the data base has proper links and permissions that allow for retrieval by multiple users across the enterprise.
* Have working knowledge of Structure Information Management System (SIMS) software and other city-specific software systems such as Microsoft Office Suite.
*MnDOT certified Bridge Inspection Team Leader or to obtain certification within 2 years
* Act as the subject matter expert for the asset management of city of Minneapolis bridges and other structures; oversee the maintenance of the data.
* Keep supervisor abreast of work performed and progress of jobs.
* Assist in other duties as assigned

Required Qualifications

Minimum Qualifications:
Associate Degree in Engineering Technology or equivalent

Minimum Experience:
Three years of related experience

Licenses/Certifications:
Driver's License to operate City provided vehicle.

Equivalency:
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
Knowledge, Skills and Abilities

* Thorough knowledge of State and Federal laws, City Ordinances and City Codes as they apply to work of area to which assigned.
* Considerable knowledge of civil engineering design principles, computer operations, surveying and technical issues related to construction and repair work.
* Knowledge of modern supervisory techniques.
* Strong technical knowledge in the bridge safety inspection and construction
* Good knowledge of and ability to perform mathematical calculations.
* Ability to plan and carry out detailed assignments and investigations, and to put together civil engineering and statistical data.
* Ability to delegate and have initiatives in the area assigned
* Strong written and verbal skills and ability to produce reports
* Working knowledge of cloud-based software systems, and basic office software, such as Microsoft Office Suite, video conferencing, and asset management tracking.
* Well versed in bridge safety inspection, bridge construction and maintenance
* Ability to read and understand blueprints and detailed plans and specifications.
* Skill in estimating values for replacement construction costs and knowledge specialized tools for this work, including computerized systems.
* Document and report critical findings found during bridge safety inspections.
* Update data base with data collected during bridge safety inspections.
* Accurately record and report field conditions in accordance with Bridge Inspection Field Manual.
* Experience with the SIMS bridge safety software would be beneficial.
* Ensure the inspection equipment and tools are maintained and available for inspection
