PURPOSE

Under the leadership of the Associate Director, the Grant Monitor oversees and evaluates assigned Community Development projects. The position is responsible for the monitoring and evaluation of assigned Community Development projects; to assist project operators on an on-going basis in the implementation of approved activity.

ESSENTIAL FUNCTIONS

Technical Assistance

  • Provide technical assistance to all assigned projects and ensure that Community Development Grants Administration (CDGA) funded activity meets program requirements.
  • Evaluate the effectiveness of project outcomes and operators accomplishing project objectives, grant utilization, and compliance to set paramotors
  • Assist project operators on an on-going basis in the implementation of approved activity.
  • Ensure that CDGA funded activity conforms to all programmatic requirements.
  • Attend project meetings and board meeting for all assigned projects; coordinate agencies and individuals for combined meetings relative to sharing resources, information and/or identifying and solving common problems.

Monitoring and Data Collection

  • Conduct formal, in-depth monitoring visits to assigned projects within the CDGA annual timetable, utilizing prescribed guidelines and instruments for field visits.
  • Conduct inspections throughout the CDGA program year, utilizing prescribed guidelines and offering technical assistance to assigned projects; collect qualitative and quantitative information and data for all field visits.
  • Collect and process various progress reports, documents and data to determine progress, to solve problems to determine effect on beneficiaries, to determine if project or approach is feasible and to assess the effectiveness of activities in meeting objectives.
  • Collect, review and process progress reports for federal, state and city regulatory requirements, meeting various timelines.

Evaluations and Reporting Findings

  • Evaluate the effectiveness of project activity and performance of project operators.
  • Using the results of data collection and analysis for all assigned projects, prepare narrative letters addressing the issues, questions and areas monitored that formed the basis of the site visit.
  • Use various data collected throughout the program year, to perform annual evaluations and performance reports in prescribed format for all assigned projects
  • Maintain updated project files and all assigned projects with prescribed data and documents.
  • Attend meetings, conferences and seminars regarding projects; present information, answer questions and/or obtain data to assist projects in program activity.
  • Revise internal organizational procedures and instruments and make recommendations for improvement.

MINIMUM REQUIREMENTS

  • Bachelor’s degree in Business Administration or a related field from an accredited college or university.
  • Two years of related grant writing or grant administration experience.
  • Valid driver's license and the availability of a properly-insured personal vehicle for use on the job at the time of appointment and throughout employment. Automobile allowance is provided.

Equivalent combinations of education, training and experience may also be considered.

  • Knowledge of mathematics and the ability to make accurate calculations related to grant allocations and funding.

  • Ability to prepare accurate and effective written communications, including reports, memos, letters, and other documents.

  • Ability to verbally communicate effectively to colleagues, department heads, Community-Based Organizations (CBOs), and members of the public.
  • Ability to listen well and to communicate effectively both in person, video applications, email, and over the telephone.
  • Ability to work independently, prioritize tasks and follow through on assignments to completion.
  • Ability to work cooperatively with team members and serve as back-up on critical job functions shared among a small work team.
  • Ability to perform work with a high degree of accuracy and detail.
  • Ability to work in a diverse, collaborative, time-sensitive environment, managing multiple tasks that are deadline-driven.

CURRENT SALARY

The current starting salary range (PG 2JX) is $71,341 - $90,796 annually, and the resident incentive salary for City of Milwaukee residents is $73,782- $93,520 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
