City of Miami is Hiring an ASSISTANT DIRECTOR, OFFICE OF CAPITAL IMPROVEMENTS Near Miami, FL

This is an executive level position responsible for assisting with directing, planning, and implementing the City’s Capital Improvement Program. The incumbent is responsible for all aspects of project/portfolio management by the department from initial planning through construction and closeout of assigned projects, including coordinating with internal and external stakeholders, elected officials, design and program consultants, construction managers, contractors, and other relevant parties. This position reports to the Director of Office of Capital Improvements.
Responsibilities include: directing the work of subordinate professional, technical, and administrative staff to ensure initiation and delivery of on budget and on time capital projects; coordinating the technical aspects of projects with other City departments, public and private entities and City vendors; reviewing project details and recommending changes in the design or construction of a project to ensure efficient use of capital monies; conducting in-depth analyses of project issues and preparing reports and updates for the director or higher-level administrators; attending meetings and conferences with city officials and/or department directors to address needs and requests and ensure resolution of program-related issues; providing leadership and assisting with administering the resources necessary to develop projects in a variety of areas such as Public Safety, Parks and Recreation, Quality of Life Infrastructure Improvements, and Historic Preservation Initiatives; assisting with developing procedures and implementing policies for the efficient operation of the department; assisting with monitoring and evaluating the progress of the programs; assisting with developing and monitoring the programs budget and managing cost controls; assisting with administrative and financial responsibilities involving the capital budgetary processes of the City; assisting with the preparation of the departmental budget; administering daily supervisory functions; ensuring contractual procedures are followed and maintained; assisting with managing and directing staff in the day-to-day operation of the programs; conducting and reviewing feasibility studies and implementing new procedures to improve effectiveness and efficiency of the department; and performing other duties as required.
Bachelor's degree in Architecture, Engineering or a closely related field and thorough seven (7) years responsible engineering, architectural or infrastructure project management experience. Experience managing and delivering municipal capital improvements projects, such as parks, public safety facilities, etc. is preferred. 
Thorough seven (7) years supervisory and management experience is also required. 
A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and maintained valid through employment.

An equivalent combination of education and experience beyond a bachelor’s degree in an aforementioned or closely related field.
 
NOTE: 
Licensure as a Registered Architect is preferred. Registration as a Professional Engineer or Certified General Contractor may be considered.
Candidates will be subject to a Level II background screening.

Official/unofficial transcripts are also accepted. If submitting transcripts, transcripts must include the following: student's name, school name, number of credits, degree completion, and major. Audit/Academic reports are not accepted as substitutions for college transcripts. 

Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.

2. Copy of Valid Driver's License: Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however, a State of Florida Driver's License (Class E or higher) is required at time of appointment and must be maintained valid throughout employment.

*Approved Credential Evaluation Agencies

Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:

  • An accredited four-year college or university in the United States, OR
  • A current member of the National Association of Credential Evaluation Services (NACES), OR
  • A current member of the Association of International Credential Evaluators (AICE), OR
  • A recognized Professional Organization
