Nature of Work

This is advanced professional planning and supervisory work in the management of the city-wide master planning activities of a division of the Planning Department.
Work involves a variety of analytical and supervisory tasks related to the formulation and/or revision of the City’s Zoning Code and Miami Comprehensive Neighborhood Plan. Employee works with independent judgment in the application of professional planning techniques and principles to routine as well as unusual planning problems. The work requires the exercise of judgment in determining courses of action for the development and presentation of material. This position is distinguished from that of Planner I and Planner II by the considerable professional responsibility and wide latitude of responsibility in developing objectives and goals as related to the planning program. Administrative direction and guidance are received from a Division Chief or higher-level administrator.

Essential Functions

Assists the Division Chief in overall administrative responsibility. Makes presentations and reports to and for the Planning Zoning & Appeals Board, the City Commission, and the City Manager. Gathers planning data, prepares special reports, and makes general meeting preparations and necessary public contacts.
Coordinates and leads the development and preparation of community plans from initial studies and projections, including explanatory charts and maps.
Coordinates the activities of the planning staff with related functions of other City departments and county, state, and federal agencies.
Prepares maps, sketches, plans, and designs pertinent to the formulation of a community and neighborhood plans, and initiates and implements procedures and techniques of gathering data necessary for the comprehensive planning process.
Coordinates and reviews the preparation of maps, reports, and statistical compilations as a basis for planning in a variety of functional and geographical areas.
Determines and recommends the desirability for establishment, abolition, consolidation, revision and implementation of ordinances, rules, regulations, and capital improvement schedules as they relate to the overall development of the zoning code and comprehensive plan.
Compares studies made by outside consultants and make recommendations on public or private land use and zoning.
Supervises the conduct of research and the preparation of reports on various phases of the planning program including renewal, population, social and economic characteristics, commercial and industrial trends, housing, tourism, land and building types and uses, public improvements and facilities and park, recreational and cultural facilities.
Prepares and reviews reports and recommendations to the Planning Zoning & Appeals Board and the City Commission on matters affecting land use and zoning changes and makes presentations at public hearings.
Provides trainings and guidance to professional Planners on respective work methods. Assists Division Chief with supervision of subordinate Planners and support personnel. Reviews objectives, techniques of execution and resultant findings.
May conduct field surveys and inspections.
May represent the City and the Department at various boards, City Commission, and other public meetings as necessary
Performs other related work as required.

Minimum Requirements

Bachelor’s degree in City, Regional or Urban Planning, Architecture, Landscape Architecture, Architecture History, Urban Studies, Geography, Public Administration, or a related field and thorough four (4) years professional City, Regional or Urban planning experience in a planning related agency, which must include two (2) years experience in the neighborhood planning discipline.
Competency with Geographic Information System (GIS) or other relevant software and certification from the American Institute of Certified Planners (AICP) are highly desirable.
A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and maintained valid throughout employment.
OR
Equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience.

Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts must be submitted. Submitted transcripts must include the following: student's name, school name, number of credits, degree completion, and major. Audit/Academic reports are not accepted as substitutions for college transcripts.To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma or equivalent, transcript showing at least 60 college credits, Associate’s degree, or Bachelor’s degree or higher in an unrelated field.
2. Copy of valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however, a State of Florida Driver's License (Class E or higher) is required at time of appointment and must be maintained valid throughout employment.

Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:
  • An accredited four-year college or university in the United States, OR
  • A current member of the National Association of Credential Evaluation Services (NACES), OR

  • A recognized Professional Organization
