The incumbent is highly responsible for planning, designing, coordinating, directing, executing, and finalizing the various phases of construction and renovation projects for City buildings and associated facilities. The incumbent exercises substantive independent judgment interpreting rules, regulations and procedures and in making recommendations to management. Work is subject to evaluation on the basis of results achieved.
Directs the administration of construction issues as they relate to City facilities, structures and real estate to ensure compliance with Federal, State and local regulations.
Authorizes the work of architectural, engineering, environmental consultants and contractors on a variety of complex projects.
Directs and assists in the design of projects, i.e. preparation of construction plans, specifications, and contracts
Analyzes highly technical and complex issues in engineering, construction, and environmental and establishes direction, policies and objectives
Manages construction site operations and safety programs
Plans and sets project timelines and milestones to meet expected deliverables
Inspects property under construction on a regular basis to ensure the work conforms to specifications, budget and schedule and directs any repair or replacement needs and/or adjustment of working procedures
Establishes building construction and replacement programs and standards
Approves consultants plans and specifications at various stages of development, shop drawings, payment requisitions, change orders, substitutions, releases of lien and project completion and closeout provide direction for the satisfactory attainment of same
Provides construction contract administration and inspection by reviewing and approving contractor payment applications, change orders, budget allocations, construction schedules, and compliance with contract plans and specifications
Monitors Department assets and facility condition assessments and makes recommendations regarding facilities furniture, fixtures and equipment
Supports City officials in the development of complex and difficult building construction projects including land selection and contract negotiations
Prepares Commission and Committee memoranda
Creates and updates a departmental schedule of construction and renovation projects
Identifies sources of funding for appropriation and implementation
Performs related work as required
REQUIRED:
Graduation from an accredited college or university with a Bachelor's degree in Architecture, Engineering, Construction Management, or closely related field
Three (3) years full-time verifiable experience in the design, construction, and management of major construction projects (valued between $500,000 and $3,000,000)
Knowledge of the American with Disabilities Act and the State of Florida Disabilities Codes and Regulations
DESIRED: Additional training and certification in engineering, architecture, or construction field Physical Requirements:
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact
Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and facsimile machine
No significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, sitting, standing, pushing, or pulling
