CITY OF MESQUITE is Hiring an Engineering Technician Near Mesquite, TX

Salary: $20.04 - $24.55 Hourly (Depending on Qualifications)

Facilitate the expedited review of private development site plans, construction plans, and final plats by providing secondary reviews to reconcile comments provided by the reviewing engineer. Assist engineers with the design and preparation of engineering plans, specifications, location maps, exhibits, and cost estimates for a variety of engineering capital projects. Provide administrative support to Engineering, Infrastructure Management, Traffic Engineering, GIS, and the Director of Public Works.

SUPERVISION

General supervision provided by the City Engineer.

1. All behaviors comply with the Code of Conduct and Rules of Behavior outlined in
Chapter 8 of the General Government Policies and Procedures Manual.

2. The quick and efficient processing of private development plans is essential to
meeting developer's expectations for a timely and streamlined process. To
assist with the private development engineering plan process, the duties of this
position include but are not limited to the following:
a. Assist the development community with the use of the City's online
permitting system (EnerGov) via the Citizen Self Service (CSS)
b. Evaluate initial submittals of private development plans for completeness.
 
c. For incomplete submittals, originate a response letter to the owner and
engineer specifying City requirements for a 100% complete plan set
submittal.
d. For complete plan submittals, place project in appropriate City staff's queue
for review and invoice applicant the review fee (if applicable).
 
e .Coordinate and follow up with City staff to ensure review comments are
received within the plan review timeline and legislative shot-clock
requirements.

f. Ensure administrative documents, required for the release of construction
plans, have been received and inform applicant of missing administrative
documents.
g. Review resubmitted development plan sets to reconcile comments provided
by the reviewing engineer.
 
h. Process Grading Permit applications and collect corresponding fees in
coordination with the Storm Water Specialist.
 
i. Prepare, invoice and collect fees associated with the Public Works
Inspection Fee.
 
j. Receive and save electronic files in the appropriate project folder on the
server.
 
k. Generate reports from City's EnerGov permitting system as requested.
 
l. Develop, maintain and archive engineering files and records associated with
each private development project.
 
m. Once engineering plans are "released" for construction, provide the plans
and files (both digital and paper copies) to the assigned Public Works
Construction Inspector.
 
3. Ability to assist Engineering staff in preparing project estimates, construction
plans and specifications, pre-bid documents, addendums, and bid tabs.
 
4. Use current industry standard drafting software (AutoCAD) and GIS software
(ESRI ArcGIS) to produce location maps, diagrams, graphic displays, and to
produce engineering plan sets for city projects.
 
5. Receive, respond and resolve routine questions and concerns from project
stakeholders which includes owners, engineers, contractors and the general
public via phone call, email, walk-in visits and meetings.
 
6. Coordinate with Dallas County and Kaufman County land records for the filing of
plats and easements and researching land records (deeds, easements, plats,
surveys).
 
7. Provide prompt and courteous service for all internal and external entities public
or private for GIS information requests.
 
8. Research and assist the GIS staff in providing the private development
community with GIS products and engineering record drawings pertaining to
public works including right-of-way, water, sanitary sewers, storm water drainage,
streets, alleys, paving, drainage, floodplain and other infrastructure
improvements.
 
9. Review submitted plats and separate instruments for correctness of plats, such
as meets and bounds and exhibits.
 
10. Process Open Records requests.

Education and Experience

High School Diploma or GED.

Two (2) years of college with course work in science, surveying, engineering, mathematics, or related field.

Two (2) years of work experience in engineering, surveying, drafting or GIS.

Or

High School Diploma or GED.

Four (4) years of Engineering Technician, Surveyor, Drafting or GIS work experience may substitute for college requirement. 

Licenses and Certificates
 
Possession of a valid driver's license.This position does not require a physical for employment.
