Starting Salary Range: $93,704.00 - $117,124.80/annualized Closing Date: 09/08/2023 

Workdays/Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.

Summary/Objective

Direct the financial and accounting activities for the City of Manhattan. Essential Functions 

Manages the daily operations of the Finance Department. 

  • Manages the daily operations of the Finance Department: Maintains all accounting records using the system of accounts pertaining to reconciliations, cash receipts, cash disbursements (including warrant checks), and cash transfers for all funds and bank accounts. Supervises and oversees the processing and administration of accounts payable and accounts receivable. 
  • Ensures compliance for City departments and funded agencies with internal auditing and federal/state grant tracking and budgetary compliance. 
  • Ensures compliance with reporting requirements, including preparation of periodic and annual reports (e.g. Annual Comprehensive Financial Report (ACFR), budgetary information, fund balances, Workers’ Compensation Audit, etc.), working with external auditors to complete the annual audit, and presenting results. Researches and prepares reports as directed by the City Manager on a variety of projects and topics. 
  • Ensures accuracy of operating and financial reports. 
  • Assists in the management of banking services and transactions. Assists in the management of City investments and cash flow to ensure the most effective use of funds and return on investments. Bids out Certificates of Deposit with competitive banks to obtain best rates. Identifies sources of extra revenues or unexpended expenses to fund emergency or unplanned projects or purchases. 
  • Oversees grants with respect to reimbursement requests, compliance oversight, reporting requirements, and completion. 
  • Oversees and performs a variety of tax collection duties for the City of Manhattan including setting tax rates, collecting taxes, and working with the State of Kansas. 
  • Advises upper management regarding matters, such as effective use of resources and sound internal controls. 
  • Oversees the preparation of the division’s annual budget and properly administers and carries out the approved division budget. 
  • Serves as an advisor to the Director of Finance, City Administration and Leadership on matters related to accounting and operations. Coordinates with the Director of Finance on all policy issues related to the Division. Prepares memorandums, resolutions and related items. 

Directs and supervises department staff. 

  • Directly supervises the clerical and administrative staff assigned to department. Carries out supervisory responsibilities in accordance with the City’s policies, procedures and applicable laws. Responsibilities include: making hiring, termination, promotion, discipline, and compensation recommendations; planning, scheduling and assigning work; instructing and training staff in proper work methods; reviewing and approving work; conducting performance evaluations; and recommending salary adjustments and promotions. 
  • Oversees and manages the accounting operations, including accounts payable. 
  • Oversees the management and supervision of all employees assigned to the Accounting Division, including administering the City and Department rules, policies and procedures. 
  • Ensures that assigned employees are properly orientated and trained thereby ensuring that the City’s organizational philosophy is understood and properly carried out within the Accounting Division. 
  • Ensures that the performance of assigned employees is monitored through regular feedback and written evaluations. 

Performs additional duties as required. 

  • Attends meetings and training. 
  • Maintains all records and documentation. 
  • Ensures compliancy with all applicable regulations, policies, and procedures in all duties.

Requirements

Required Education and Experience

  • Bachelor’s degree in finance, accounting, or another related field. 
  • Five (5) years of professional accounting and auditing experience OR 
  • Nine (9) years of progressive professional accounting and auditing experience. 

Preferred Education and Experience

  • Master’s degree in finance, accounting, or other related business field. 
  • Licensure as a Certified Public Accountant (CPA). 
  • Two (2) years in a supervisory or managerial capacity. 
  • Knowledge of municipal, state, or federal government operations. 
  • Working knowledge of generally accepted accounting principles (GAAP) and issues associated with the Government Accounting Standards Board (GASB). 
  • Experience with internal control administration and oversight.
