General Description

The City of Madison Water Utility (MWU) is looking to hire our next Field Service Leadworker 2. The successful candidate will consider customer service and serving the community as core values. Join a team that is also committed to the efficient delivery of clean water measured as accurately as economically possible. This is skilled lead work relative to the installation, maintenance, testing, and repair of the full range of Water Utility meters. The incumbent is responsible for training and leading Field Service Representative’s (FSR) 1-3, and overseeing the day-to-day operations and administration of the Water Meter Repair Shop. The employee in this class assigns and checks water meter repair work and provides the highest level of mechanical expertise in identifying and resolving water meter repair and/or installation problems. The employee is responsible for assigning, reviewing, and clearing field work orders completed by FSR staff using the Field sheets/ Tyler Utility Billing (TUB), and Network Administrative Application (NAA). The employee is responsible for training new FSR’s, assessing training needs of staff, and reporting performance assessments to supervisor. This work is performed under the general supervision of the Meter Operations Unit Supervisor. Supervision is normally limited to evaluation for compliance with program objectives.

Examples of Duties and Responsibilities

Meter Shop
  • Expert knowledge and leadership of Meter testing practices based on Public Service Commission of WI (PSC) and American Water Works Association (AWWA) standards.
  • Perform the full range of meter tests and repairs on manual/automated, gravimetric, volumetric and flow through benches. Use testing and data collection software.
  • Maintain the field hardware inventory of the Fixed Network including Cell Control Unit’s (CCU), Repeaters, and Endpoints.
  • Make assignments, lay out daily work and trouble shoot/problem solve for FSR’s assigned to the Meter Shop.
  • Oversee the adjustment and operation of testing equipment and intercede with special or difficult problems with meters when they occur.
  • Coordinate and maintain the requisition of materials, supplies and parts. Maintain an inventory of new and used meters.
  • Provide plumbers/contractors and property owners with technical data/information on installation and usage of meters.
  • Interpret and apply Public Service Commission rules and regulations relative to water meters.
  • Provide technical assistance and consultation to Meter Conversion Program.
  • Assist in the selection of specialized equipment used for shop and field personnel.
  • Purchase tools, maintain materials needed for Field Service Representative duties.

Field
  • Coordinate work orders generated by Customer Service Representative’s (CSRs).
  • Assign work orders to FSR’s and check work done by FSR’s.
  • Review and clear completed work orders in (TUB, Filed Sheets, NAA and other programs). Upload completed work orders as needed.
  • Maintain records of meter tests, repairs, and schedules. Developing comprehensive records in Microsoft Excel
  • Train, assign and oversee employees in testing, repair, and change of meters in the shop and in the field.
  • Give advice and instructions on more difficult repair problems and participate in shop and field repairs.
  • Cover both routine and non-standard appointments as needed.

Administrative Duties
  • Assist Meter Operations Unit Supervisor in purchasing meters and meter components. Assist in the selection and purchase of specialized equipment used for shop and field personnel.
  • Recommend water efficiency strategies to improve AWWA Water Audit scores as they pertain to all meters.
  • Implement and remain current on technical requirements of cross connection control program.
  • Make time and materials estimates for exceptional areas (e.g. frozen, damaged meters, private repair and test jobs, where there is no standard charge to property owners). Bill out any work done for private contractors or other municipalities.
  • Assist Meter Operations Unit Supervisor in budgeting, purchasing, and payroll.
  • Other duties as assigned.

Minimum Qualifications

  • Two (2) years of skilled work in the installation, maintenance, testing, and repair of water meters comparable in level to that of a City of Madison Field Service Representative 3 (ex: experience with large commercial/industrial utility metering systems).

If an applicant does not possess the experience listed above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:
Four (4) years of experience in applying the following:

  • Plumbing installation materials, methods, and safety procedures.
  • Methods, materials, and techniques utilized in repairing and testing water meters of various sizes and manufacture.
  • Public Service Commission rules and regulations.

Familiarity with the following:

  • Department of Natural Resources cross connection control program.
  • Confined space entry.
  • Fabrication and/or modification parts and make necessary complex field repairs requiring judgment and discretion to maximize efficiency and accuracy of Water Meters.
  • Testing/analysis software and program highly complex meter types.

Special Requirements

  • This position requires possession of a valid Driver's License.

  • The employee must certify as qualified to operate Ultrasonic/Doppler transit meters within 6 months of accepting the position. Failure to do so will result in forfeiture of the position, absent extenuating circumstances.

Physical Requirements:

  • Ability to lift and carry objects weighing up to 50 pounds.
  • Ability to climb ladders and stairs.
  • Ability to travel throughout the City of Madison.
  • Ability to drive a vehicle and operate a hand-held reading device for extended periods of time.
  • Ability to drive in a variety of weather conditions, including snow, sleet, rain, and possibly slippery conditions.
  • Ability to physically access water meters on private property.
  • Ability to climb into vaults with ladders and perform other confined space entries.
