This position may remain open till filled or until receipt of sufficient number of applications.
This position is responsible for performing a variety of professional civil engineering design and drafting work for the Engineering Department under limited supervision. The fundamental reason this classification exists is to perform independent advanced level Civil Engineering work. Incumbent is distinguished as Civil Engineer 3 in that they perform engineering assignments of moderate increasing complexity in addition to having a minimum of six (6) years experience in at least three (3) of the five (5) engineering areas. Civil Engineer 3 will have the ability to maintain operational and functional control over at least one (1) of the five (5) Engineering areas.
 
Five (5) Engineering Areas: Traffic Engineering, Storm Drainage Design, Floodplain Management, MS4 (Municipal Separate Storm System) Permit Management, Site/Subdivision Development Services
 
Civil Engineer 3 is responsible for independent advanced level engineering work in contract negotiation and administration, planning, design, construction, and inspection of Public Works projects. Prepare engineering plans and designs for drainage and water quality related projects; manage the City Flood Plain Models; inspects construction sites; and monitors environmental compliance of the City’s water permit and landfill permit. The Civil Engineer 3 reports to the City Engineer.
  • Must be able to perform the functions in the Civil Engineering 2 job description.
  • Modeling of City-wide storm drainage systems.
  • Prepares designs, specifications, and cost estimates for roadways, bridges, flood control facilities, sidewalks, storm sewer and other Public Works construction projects of considerable complexity.
  • Investigates stormwater drainage problems, identifies causes and makes recommendations on solutions to Public Works.
  • Monitors storm water runoff in order to detect sources of contamination that pollute City surface water bodies and groundwater and takes water samples when needed.
  • Monitors environmental compliance with Alabama Department of Environmental Management (ADEM) in order to ensure compliance with regulations and standards.
  • Inspects construction sites for compliance with storm water permits issued to the facilities from Alabama Department of Environmental Management (ADEM).
  • Gain exposure to traffic signals and basic project management concepts.
  • Prepares engineering plans of advanced complexity and designs for roadways, signals, and roundabouts in addition to other transportation and stormwater related projects using computer aided drafting (CAD) and design software following the AASHTO (American Association of State Highway and Transportation Officials), MUTCD (Manual on Uniform Traffic Control Devices), ALDOT (Alabama Department of Transportation), and City of Madison specification/guidelines under the supervision of a Professional Engineer.
  • Prepares detailed engineering reports and makes recommendations relating to the conduct of engineering activities.
  • Designs and drafts simple public works projects using CAD or program of user choice.
  • Reviews drawings and survey information providing comments on design information submitted and recommends corrections.
  • Advises private engineers on City standards, specifications, and subdivision regulations.
  • Inspects construction sites (while in progress and upon completion) following applicable codes, ordinances and regulations in order to ensure compliance with approved plans and specifications.
  • Advises contractors on the interpretation of plans and specifications and communicates with general contractors, supervisors, City departments and engineering inspectors to monitor and coordinate construction work.
  • Recommends corrective action for conflicts with approved plans and site conditions encountered in the field.
  • Reviews engineering plans for residential and commercial development following City standards and specifications in order to ensure submitted plans comply with City specifications and standards. In addition to reviewing preliminary and final plans for a variety of Public Work projects.
  • Assist in the design of paving projects, sidewalk projects, storm sewer, bridges and other Public Work projects.
  • Prepare advertisements for bid on projects, compile bids, and make recommendations on contract award; completes related paperwork, including pay requests, requests for action, change orders, and contract documents.
  • Conducts special studies, field reviews, and growth studies in interest areas. (At least one (1) of five (5) engineering areas).
  • Oversees the acquisition of easements of property for public work projects.
  • Participates in and conducts complex engineering studies.
  • Coordinates planning activities with other sections, departments, and outside agencies.
  • Makes oral presentations relative to engineering studies, design, and construction projects at public meetings.
  • Confers with and recommends to superiors solution to problems with contract administration and project management of design, construction and maintenance of infrastructure.
  • Basic knowledge of traffic signals and exposure to signal timing.
  • Moderate project management skills, MS4 and floodplain exposure is required.
  • Creates new standard detail sheets and updates others as needed.
  • Responds to citizens’ questions and comments.
  • Must report to work on a regular and timely basis.
  • Provides coaching and guidance to Civil Engineers 1 - 2 on various projects and processes.
  • Performs other related duties as assigned.
Job Conditions:
  • Strong background record required due to accessibility to city property and interaction with public.
  • Working environment is primarily indoors in an office setting, and occasionally outdoor and in inclement weather (rain, snow, cold, etc.); and requires some travel to various City locations to conduct fieldwork.
  • Must be able to work additional hours and weekends and at times with little or no notice.
  • Must maintain a strong driving record for city insurance purpose and record may be periodically checked by the city.
  • Bachelor’s Degree in Civil Engineering from a four-year engineering program approved by the Accreditation Board for Engineering and Technology (ABET).
  • Master’s Degree in Civil Engineering (ABET) with emphasize on environmental or water quality preferred.
  • A minimum of six (6) years related engineering experience is required with experience in at least three (3) of the five (5) engineering areas.
  • Knowledge of Corps of Engineers Flood Plan Modeling software: 1) HEC-HMS, HEC-RAS, HydroCAD and/or SWMM, HEC-GEORAS, HEC-GEOHMS, ARC-GIS (both are preferred).
  • Must be proficient in a CAD drafting software, user has choice in design software and stormwater modeling program.
  • Considerable knowledge of the principles and practices of civil engineering particularly as applied to the design of Public Works projects, municipal engineering objective, purpose methods and practices, good working knowledge of applicable laws, ordinances, and safety regulations pertaining to the construction of Public Works projects.
  • Knowledge of design techniques, tools, and principles involved in production of construction drawings.
  • Ability to adapt approved engineering methods and standards to the design of storm sewers, streets, signals and other Public Works projects.
  • Ability to independently perform difficult engineering design work as related to Public Works projects; perform technical research and to give reliable advice on difficult engineering problems.
  • Working knowledge of methods, materials, tools and equipment used in Public Works construction.
  • Good knowledge of engineering mathematic with basic knowledge on land surveying.
  • Skills to organize engineering data to present findings and recommendations clearly to negotiate and administer contracts for professional services.
  • Ability to make complex engineering computations quickly and accurately.
  • Ability to make investigations and engineering problems in connection with design work.
  • Ability to read and interpret engineering maps, plans, and specifications as needed to comply with City standards and specifications.
  • Ability to work independently with limited supervision, to include time management, setting priorities of work and determining which task can be handled independently and which requires intervention by others as needed to meet deadlines and complete assigned work in a timely manner.
  • Ability to communicate orally and in writing with employees, business and property owners, developers and the public, to include clarity, accuracy, conciseness and diplomacy as needed to respond to inquiries, relay information, and explain regulation and requirements.
  • Ability to maintain calmness and composure and be able to handle self under controversial or intense situations with co-workers and public.
  • Ability to confer with and advise inspectors on construction projects and interpret construction plans and specifications.
  • Ability to represent the City in dealing with other governmental jurisdictions, contractors, and the general public on engineering matters.
  • Knowledge of City and department policies and procedures.
 
Physical Capabilities:
  • May be subject to walking, standing, reaching, bending, balancing, climbing, kneeling, handling, feeling, smelling, twisting to perform site visits, inspection and environmental monitoring duties.
  • Much work is performed while typically sitting at a desk or table. Vision, speech, and hearing sufficient to perform the required tasks is essential. Arm and hand steadiness and finger dexterity enough to use a keyboard.
  • Incumbent occasionally required to lift, carry, push, pull light and heavy objects up to 30 lbs, climbs ladders, and uses tools or equipment requiring a high degree of dexterity.
  •  The employee may be exposed to noise, dust, dirt, grease and machinery with moving parts.PPE may be required in certain circumstances (safety vests, hard hats, steel toe boots, safety glasses, etc.).
