This position is responsible for administrative and professional civil engineering (PE) work in assisting the City Engineer in planning and coordinating activities of the Engineering Department. Work will include design and construction activities on various types of public infrastructure projects and residential and commercial developments. Incumbent is distinguished as Professional Engineer by acquiring the State PE Licensure and having a minimum of four (4) years of experience in at least two (2) of the five (5) engineering areas.
 
Five (5) Engineering Areas: Traffic Engineering, Storm Drainage Design, Floodplain Management, MS4 (Municipal Separate Storm System) Permit Management, Site/Subdivision
 
Professional Engineer is responsible for professional civil engineering work in planning, design, construction, inspection and/or coordination of Public Works projects; prepares engineering plans and designs for drainage and water quality related projects; inspects construction sites; and monitors environmental compliance for the City’s water permit and landfill permit. In addition, the purpose of this positon is to support implementation of the City’s capital improvement programs (CIP), to check development plans, and subsequent construction for compliance with the City of Madison specifications and standards and sound engineering practices. The Professional Engineer reports to the City Engineer.
  • Must be able to perform many of the functions in the Civil Engineer 4 job description.
  • Assists in planning and coordinating the design and construction of Public Works projects, including streets, sidewalks, multi-use paths, drainage systems, bridges and recreational sites, etc.
  • Assists in planning, coordinating and implementation of the City’s Capital Improvement Plans (CIP).
  • Works with construction project manager and site superintendent to manage the projects under construction by the city contractors.
  • Conducts on-site review of construction projects with Public Works, engineering staff and/or contractors to review progress, resolve conflicts and ensure compliance with plans and specifications.
  • Performs traffic control planning and design functions, including surveys of traffic flows and conditions, analysis of findings and preparation of plans for changes and improvements.
  • Reviews development plans and checks design of infrastructure systems for compliance with standards and sound engineering practices.
  • Assures design compliance and resolves design problems with developers and their consultants. 
  • Inspects infrastructure improvements for compliance and recommends acceptance into City’s maintenance program.
  • Researches, prepares and presents studies and plans for disposition by city management, the City Council and other official bodies.
  • Assists with overseeing city stormwater, MS4 and floodplain program.
  • Advises management and officials on civil engineering matters.
  • Responds to citizens’ complaints and concerns relative to infrastructure and public safety concerns.
  • Assures compliance of developments with city standards.
  • Provides coaching and guidance to Engineer 1 – 4 on various projects and processes.
 Job Conditions:
  • Working environment is primarily indoors in an office setting, and occasionally outdoor and in inclement weather (rain, snow, cold, etc.); and requires some travel to various City locations to conduct fieldwork.
  • Job may require nonstandard working hours to meet deadlines, to attend evening meetings and work sessions, to be available during emergency/storm events and occasional work on weekends.
  • Must maintain strong performance record.
  • Must maintain driver’s license to drive independently, with strong driving record; and records are periodically checked by the City.
  • Strong background required, due to accessibility to sensitive or proprietary information.
  • Demonstration of a high level of judgement and discretion required for maintaining confidential and sensitive information.
 
  • Driver’s License required.
  • Registration as a Professional Engineer (PE) in the State of Alabama or within another state with ability to register in Alabama within one (1) year. 
  • A passing score on the PE exam with the ability to obtain licensure within one (1) year. 
  • Bachelor’s degree in Civil Engineering from a four year engineering program approved by the Accreditation Board of Engineering and Technology (ABET).
  • Minimum of four (4) years of progressively responsible experience in civil engineering.
  • Thorough demonstrated knowledge of utility, drainage, road construction and project and contract management.
  • Leadership experience is a plus but not required.
 
 
  • Considerable knowledge of the principles and practices of civil engineering, drafting, and design as related to municipal public works projects; considerable knowledge of construction and maintenance methods, materials, tools and of street and stormwater related to Public Work projects; good knowledge of property descriptions; good knowledge of the principles and practices of land surveying and engineering mathematics.
  • In addition to having a background in hydrology, hydraulics, soil mechanics, surveying, highway geometry, engineering economics, and design and application of traffic control devices.
  • Background in traffic planning, speed studies, and signal warrant studies, signal timing and coordination.
  • Familiarity with utility planning and environmental planning and ability to coordinate through multiple entities.
  • Basic knowledge of site design and civil construction codes.
  • Prepares engineering plans at a Professional level and designs for roadways, signals, and roundabouts, in addition to other transportation and storm water related projects using computer aided drafting (CAD) and design software following the AASHTO (American Association of State Highway and Transportation Officials), MUTCD (Manual on Uniform Traffic Control Devices), ALDOT (Alabama Department of Transportation), and City of Madison specifications/guidelines.
  • Skills in contract and large-scale engineering project management desirable. Skills can include but are not limited to contact initiation and management, administering review meetings, performing plan reviews, utility group coordination, project payments and overall status, etc.
  • Strong project management, organization, process improvement, customer relations and prioritization skills.
  • Strong communication skills and ability to develop and present clear, concise comprehensive technical reports, correspondence, public presentations and other materials.
  • Strong leadership skills for alignment with goals and objectives, and in best accomplishing customer service and process efficiency.
  • Strong research skills and ability to gather and evaluate input for decision-making.
  • Strong team skills and ability to establish and maintain effective working relationships with associates, public officials, other employees and the general public.
Physical Capabilities:
  • Must be able to inspect construction projects, drainage problems, traffic conditions and citizen complaints.
  • May be subject to walking, standing, reaching, bending, balancing, climbing, kneeling, handling, feeling, smelling and twisting to perform site visits, inspections and environmental duties.
  • Ability to work on computer for extended periods of time.
  • Work is performed while typically sitting at a desk or table. Vision, speech and hearing sufficient to perform the required tasks is essential. Arm and hand steadiness and finger dexterity enough to use a keyboard.
  • Incumbent occasionally required to lift, carry, push, pull, light and heavy objects up to 30 lbs, climbs ladders, and uses tools or equipment requiring a high degree of dexterity.
  • The employee may be exposed to noise, dust, dirt, grease and machinery with moving parts.
  • PPE may be required in certain circumstances (safety vest, hard hat, steel toe boots, safety glasses, etc.).
  • Ability to work on computer for extended periods of time.
  • Ability to communicate verbally and in writing with public.
  • Ability to address and present to groups of people.
  • Must be able to travel and drive.
  • Ability to work 14 hour days (occasionally).
