The City of Louisville is looking for a  Preparedness & Mitigation Coordinator. This role is critical for the City in planning and implementing strategies to reduce, mitigate and prepare for potential risks and hazards that could affect the community. The main objectives for this position are to coordinate preparedness and mitigation efforts, develop community engagement and preparedness initiatives, and serve as back up to the Recovery and Resilience Manager.
This position performs professional level work with the development and administration of disaster management preparedness and mitigation. This position reports to the Recovery & Resilience Manager position, which coordinates preparedness, mitigation, response and recovery efforts on behalf of the City in collaboration with all departments and external partners. This position is considered a critical and essential worker and is therefore responsible for responding to emergencies and/or disasters that may require additional overtime or adjustments to your normal schedule to fit the needs of the organization.
 
This position is term limited for 2.5 (two and a half) years with full benefits. 
Hiring Range: $69,700 to $81,910
Salary Range: $69,700 to $94,099

  • Identify and implement disaster risk reduction strategies, such as mitigation improvements, education outreach and public awareness campaigns, to minimize the impact of potential hazards.
  • Educate disaster risk reduction treatments and fuels mitigation on private and commercial properties and/or projects that span multiple public land designations (ditches).
  • Create and launch community education and outreach focused on increasing resiliency on private property for reducing hazards. 
  • Support the implementation of the City’s Wildfire Risk Assessment and coordinate additional mitigation efforts that are not currently being implemented. Efforts include expanding education on private and commercial properties mitigation. 
  • Track progress of mitigation projects and evaluate effectiveness.
  • Conduct risk assessments and support climate adaptation planning efforts to identify potential hazards and vulnerabilities in the city, considering factors such as natural hazards, infrastructure weaknesses and public health concerns.
  • Collaborate with various City departments, agencies and community stakeholders to ensure coordination on disaster preparedness and mitigation projects.
  • Assists in organizing training sessions and educational programs to enhance the resilience of climate adaptation and natural hazards which includes the phases of preparedness, response, and recovery for City staff, emergency personnel and the public. 
  • Seek and support managing grants and funding opportunities for disaster mitigation and preparedness projects and initiatives. 
  • Serves as backup to the Recovery & Resilience Manager for preparedness, grant management, response and recovery initiatives. 
  • Present complex information in an understandable manner to a variety of citizen groups and outside agency representatives, as well as City staff.
  • A few examples of projects include Hazard Vulnerability Assessment, Continuity of Operations Planning, Recovery & Resilience Planning, Training & Exercise (internal & external), private property mitigation outreach. 
  • Other duties as assigned.
Minimum Requirements:
  • Bachelor’s Degree from an accredited institution with major in Emergency Management, Disaster Risk Reduction, Forest Management, Fire Science, or closely related field.
  • Two (2) year of professional experience in risk reduction programs or closely related field.
  • One (1) year of professional experience in teaching or public presentation.
Desired Skills:
  • Knowledge of the principles of project management, emergency management and/or disaster risk reduction.
  • Basic knowledge of the Federal and State emergency management structure and disaster recovery operations.
  • Proficient in Microsoft Office suite, spreadsheet applications, communications platforms, GIS, database management, etc.
  • Knowledge of trauma informed communication methods when interacting with those affected by disaster. 
  • Ability to evaluate, plan, prioritize and implement goals and objectives.
  • Ability to appropriately interpret and apply laws and regulatory provisions to a situation and determine a proper course of action.
  • Ability to work under pressure, manage multiple concurrent and competing tasks and responsibilities, and adapt to changing priorities while maintaining personal effectiveness
  • Ability to work independently or in a team environment as needed.
  • Ability to work directly with Federal, State, and Local Agencies, and Governments.
  • Ability to exercise sound judgment and decision-making within the scope of authority.
  • Excellent verbal and written communication skills and effectively communicate content and concepts to diverse groups in public settings. 
Physical requirements of the job:
The employee is required to sit, use hands, fingers, handle, or feel objects, tools, or controls; and read, speak and hear. The employee is required to walk and reach with arms and may be required to stand for several hours at a time. The employee may occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Walking outside in field to access wildfire areas required. Data entry and other tasks may require sitting at a computer for several hours.

Work Environment:
The work is performed in an office environment and occasionally out-of-doors. The employee may be exposed to sites where all types of machinery are used. The employee is exposed to traffic, airborne particles, and may work in all type of weather conditions. Noise levels can range from very low to loud. Travel by automobile is required to reach some project sites. Work is generally scheduled for Monday thru Friday with some evening and weekend hours, however, a flexible schedule may be available.
This position is eligible for a hybrid schedule working remotely up to 3 days a week once training is complete. Your supervisor will determine when a hybrid schedule can begin within your first 6 months and depending on the needs of the City.
