Overview

Under the general direction of the Utility Superintendent, performs responsible technical and administrative work in managing the operation and maintenance of the water treatment plants. Work involves providing technical supervision and assistance to staff for the effective and efficient operation of plant operations. Work involves ensuring the City meets all local, state and federal standards as established by the Environmental Protection Agency and the Colorado Department of Public Health & Environment. Work is performed independently with some latitude and independence in decision-making, within established policies, procedures, and guidelines. Work is reviewed through observation, reports, conferences, condition of facilities, adherence to standards, and for the effective and efficient operation of the plant or program activities assigned. Performs other work as assigned.

Examples of Duties

ESSENTIAL JOB DUTIES:

  • Assists Utility Superintendent in the operation of the treatment plant; assists with preparing annual operating budgets. May serve in the capacity of the Utility Superintendent during absences.
  • Assist with preparing and managing yearly division budget for operation and maintenance of treatment plants, personnel, chemical supplies, electrical and mechanical parts, and supplies.
  • Plans, assigns, directs, and evaluates the work of treatment plant staff. Works collaboratively with staff to gain buy in to solve problems and generate ideas.
  • Ensures efficient operation of the treatment plant and assures the public's health and safety, giving attention to electric consumption, chemical usage, maintenance requirements, and equipment replacement.
  • Participate in the long-term strategic planning efforts of the department, representing the needs of the treatment plants.
  • Makes or prepares treatment changes to improve the water quality and/or cost effectiveness of plant operations, giving attention to electric consumption, chemical usage, maintenance requirements, and equipment replacement.
  • Initiates actions to ensure adequate supplies of chemicals, spare parts, and equipment to maintain the facilities.
  • Ensures proper corrective, preventative and predictive maintenance of plant equipment is performed. Assist with the asset management programs.
  • Maintains records needed to comply with federal, state, and local laws and regulations; completes monthly reporting in a timely fashion. Oversees the operation of electronic databases for plant records.
  • Trains operator personnel in plant procedures; Develops annual plan for operator training.
  • Performs tasks pertinent to controlling the operation of the plant; Investigates treatment problems; takes or recommends correction action.
  • Perform administrative functions such as processing invoices for payment, contacting vendors for quotes, ordering office supplies, processing purchasing cards.
  • Ability to establish and maintain effective working relations with coworkers and supervisors.
  • Acts as the Operator in Responsible Charge for treatment facilities.

  • Other duties as assigned
This individual in this position is considered a critical/essential worker and is therefore responsible for responding to emergencies and/or disasters that may require additional work hours or adjustments to your normal schedule to fit the needs of the organization.

General Qualifications

REQUIRED QUALIFICATIONS: EDUCATION, TRAINING & EXPERIENCE:

  • Completion of a high school diploma or equivalent supplemented by technical training in water plant operations and maintenance or college level courses in chemistry, treatment techniques and plant maintenance practices.
  • Five years of experience, one of which must be as an "A" operator at a supervisory or lead worker level in the operation and maintenance of a water treatment plant; or any equivalent combination of acceptable education, training, and experience.
KNOWLEDGE, SKILLS & ABILITIES:
  • Advanced knowledge of the treatment processes and of the operation, repair, and maintenance of all equipment.
  • Considerable knowledge of federal, state, and local laws, regulations, and operating procedures in regard to the operation of a treatment plant.
  • Advanced knowledge of mathematics, chemistry, and biology as applied in treatment processes and testing.
  • Skill in the operation of all plant equipment.
  • Knowledge of SCADA systems and plant automation.
  • Knowledge of established safety standards and industry guidelines for the tools, equipment and materials used in plant operations.
  • Ability to read and understand plans of distribution/collection systems and treatment plant plans and schematics.
  • Ability to react quickly to serious problems and to resolve them based upon experience and technical knowledge.
  • Ability to perform high-level research, compile records and reports, and make effective applications of findings.
  • Ability to manage and implement asset management and preventative maintenance programs.
  • Ability to manage, maintain, and improve plant database systems.
  • Ability to establish and maintain effective working relationships with other employees and the public. Ability to eliminate barriers for staff and foster teamwork.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to be on call, work nights, weekends and holidays as needed.
  • Ability to respond to emergency calls within 30-60 minutes.
SPECIAL LICENSE, REGISTRATION, OR CERTIFICATE REQUIRED:
  • Certification as a Class A Water Treatment Plant Operator by the State of Colorado.
  • Valid State of Colorado Driver's License with a satisfactory driving record.

PHYSICAL REQUIREMENTS OF THE JOB:
While performing the duties of this job, the employee is regularly required to use hands, fingers, handle, or feel tools or controls; read, speak and hear; and taste or smell. The employee frequently is required to stand; walk; sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds, and on occasion as much as 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee must have the ability to climb up and down steep ladders and stairs.
WORK ENVIRONMENT:
The employee is frequently exposed to wet and/or humid conditions, moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The employee is exposed to outside weather conditions and vibration. The noise level in the work environment is normally moderate but on occasion can be loud. The employee is required to climb stairs to reach the top of and drop into water storage tanks of up to 30 feet while performing their job.
OTHER NECESSARY REQUIREMENTS:
Successful candidates will be required to complete a background check, pre-placement physical and substance screen prior to employment.
