PRIMARY JOB RESPONSIBLITIES
The Records Technician II gathers, processes, and maintains confidential police-related information. This position has a high degree of risk in liability and may be held both civilly or criminally responsible for inappropriate release of certain information under CRS § 24-72-201. Records Technicians II gather, processes, and maintain confidential police-related information, disseminates to the public and other law enforcement, and district attorney?s offices as needed or required by law.
Records Technician II?s are responsible for the performance of a wide variety of technical and complex clerical and communication tasks in police records division. The employee reviews crime and incident reports received from Patrol and Detective Divisions for quality control purposes and processes.
The employee is often the "first contact" citizens have with the police department, fielding a wide range of questions or issues and referring them to the appropriate places. Must be able to work alone, and with other team members. May need to work from home occasionally.
WHAT YOU?LL BRING TO THE CITY
Ability to simultaneously navigate multiple systems to locate data. Technically complex and detail-oriented work involving confidential criminal justice records.
Ensures compliance with all City and Departmental policies, procedures and philosophies.
Articulates and embodies the core values of the organization. Represent the department TEACH vision and values consistently- Truthful, Encouraging, Accountable, Collaborative and Humility in all day-to-day activities and communications.
Establish and maintain positive working relationships with representatives of, state/local agencies and associations, all City management and staff, including City Council, officers and teammates.
Have exceptional customer service skills and the ability to handle multiple telephone calls, emails, and walk-ins in a courteous and professional manner. Effectively serve a variety of people with varied temperaments in potentially stressful/high volume situations.
Ability to understand and follow oral and written instructions; ability to read, interpret and apply general procedures to specific work assignments. Must have excellent verbal and written communication skills.
Requires regular and reliable attendance.
Must be able to perform basic math and be responsible for monetary transactions at the front desk.
Must be comfortable using computers and multiple software systems, have general Microsoft Office / 365 (Word, Excel, Outlook, and PowerPoint, One Drive, Teams, Forms etc. ) skills and ability to gain working knowledge of data base programs utilized by the Department.
The ability to efficiently operate a computer-based telephone system (Zoom).
Demonstrates personal effectiveness, credibility, thoroughness, flexibility, and collaboration skills. Must be highly adaptable and be able to redirect on short notice to handle urgent situations.
JOB RESPONSIBILITIES
Receives and responds to incoming calls/visitors for the City of Lone Tree Police Department; elicits information from caller. Transfers call/visitor to appropriate person/department, or to outside agency if applicable.
Processes criminal justice records requests consisting of written reports, CAD reports, digital evidence (includes body worn cameras, surveillance video, photos, audio files (dispatch)) and ensures appropriate information is redacted as required by law. Enters information into discovery portals from various applications and ensure accurate accounting of information required.
Receives cash, provides accurate change, and process receipts.
May act as a Notary Public to notarize documents for City officials and employees.
Provides fingerprinting for employees, volunteers and court ordered fingerprints.
Serves as a trainer for the records management systems.
Conducts background checks for military, law enforcement agencies, probation department, etc.
Process daily police reports and ensures accuracy and completeness. Distribute to various agencies including courts, federal, state and county departments as required using through ediscovery, encrypted emails, and via mail and fax.
Monitors CCIC systems and responds to inquiries regarding warrants, attempt to locates, stolen vehicle or item entries, and replies appropriately. Completes CCIC validations, NCIC queries, entries, and cancelations, and NIBRS submissions.
Validates reports for accuracy, completeness, and NIBRS coding
Coordinate Sex Offender Registrations. Completes data entry in RMS, SOTAR and COSAR
Request corrections from officers when needed.
Seal and expunge records as ordered by courts.
Document actions taken with all cases, ensuring accountability and clarity for all department members.
Work with Command Staff and City Attorney?s to answer subpoenas, may be required to testify or certify accuracy of documents.
Accepts crime and accident reports, provides general information, enters property watch requests and records requests.
Maintain current training manuals and Records SOP?s for staff
Performs minimal clerical support duties for Police Department staff.
The duties include extensive work maintaining the data integrity of the computerized Records Management System.
Works with volunteers ? training and reviewing their work as needed.
May occasionally need to drive. Other duties as assigned.
WHAT YOU?LL NEED
This role is subject to background check, drug screen and DMV check.
Ability to obtain NCIC/CCIC certification within 180 days of employment.
Ability to obtain Colorado Notary certification within 1 year of employment
CORA training and knowledge (Colorado Opens Records Act) for laws on releasing and redaction of reports or ability to obtain within 1 year
Obtain and maintains CCRN Master Certification through current and up to date training.
High school graduation or GED equivalent.
Experience as a Records Technician (or similar job functions), preferably in a municipal office or law enforcement setting.
WORK ENVIRONMENT
Office equipment: Daily use of PC, phone (zoom), fax, copier, scanner, and printer, desktop scanner, Livescan fingerprint machine, ipad, Android or Iphone Handheld devices.
Language skills: Reads, occasionally author professional reports and correspondence and using proper spelling, grammar, and style; presents information and responds to questions from City management, citizens, and large groups.
Mathematical skills: Performs basic math
Reasoning ability: Defines problems, collects data, establishes facts, and draws conclusions using a variety of variables.
Physical activities: Sits for long periods of time; may walk, stand, bend, stoop, reach, climb, carry, and lift for varying periods. Requires continuous and repetitive arm-hand-eye movement
Lifting: May involve lifting and carrying up to 25 lbs. for short periods of time
Vision and hearing: Must have visual acuity to see and read paper and electronic documents; must be able to answer telephones, communicate conversation and respond to verbal inquiries.
Exposure to environmental conditions: Work is mainly in an office setting, may occasionally work outside or in other environments for training or team building events.
