City of Las Cruces, NM is Hiring a Heavy Equipment Operator II Near Las Cruces, NM

Nature of Work

Operate a high-pressure sewer cleaner to clean sewer lines and lift stations in order to maintain proper operation of the sewer systems for users of the systems.

ENVIRONMENTAL FACTORS Position functions outdoors with exposure to all weather and traffic conditions; exposure to noise, mechanical hazards, open manholes, confined spaces, street cave-ins, toxic gases and chemicals, odors, fumes, dust, dirt, moving equipment and vehicles; possibility of cuts, bruises, and traffic, mechanical, and chemical hazards.
PHYSICAL FACTORS Heavy physical effort is required to perform job functions including ability to lift, carry, push, and pull items weighing in excess of ninety (90) pounds; frequent balancing, bending, stooping, squatting, climbing, crouching, kneeling, crawling, and reaching above shoulder height. Involves working in confined spaces and the need for sufficient clarity of speech, hearing, or other communication capabilities, vision or other powers of observation, manual dexterity, and personal mobility and physical reflexes sufficient to effectively and efficiently perform essential job functions.
WORK SITUATION FACTORS Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies. Release of Information Form (49 CFR Part 40) required.

This position is a grade BC12.

Duties and Responsibilities

  • Installs, services, cleans and repairs wastewater lines using a high pressure truck and/or other equipment.
  • Sets up truck safety devices; opens manholes; inserts high pressure hose and vacuum debris tubes.
  • Operates a television camera within wastewater lines to identify obstructions for removal; operates a pipe locator.
  • Constructs, installs and maintains sewer main lines and manholes using shoring, heavy equipment, concrete, brick, piping and standard construction tools.
  • Works in confined spaces when assisting the wastewater crews and must be able to immediately respond to emergency situations.
  • Performs minor maintenance and repairs on equipment and ensures daily upkeep of equipment and vehicles; maintains daily logs; monitors equipment operations; completes work orders.
  • Responds to service complaints and informs the customer of necessary actions.

Minimum Qualifications

Equivalent to a high school diploma PLUS three (3) years of experience in wastewater system operations and heavy equipment operation is required. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

LICENSES/CERTIFICATIONS

Valid Class A commercial driver’s license with air brake and tanker endorsements is required. NM Level II Wastewater Certification is required. Position requires an acceptable driving record in accordance with City of Las Cruces policy.

Knowledge, Skills, and Abilities

Considerable knowledge of: safe and effective operation and use of related tools and equipment and minor equipment maintenance; principles, practices, techniques, and procedures involved in effective service, maintenance, repair, and construction of wastewater lines; principles, techniques and practices of effective and respectful customer service; related occupational and environmental safety and health hazards, environmental and safety regulations, procedures, and practices; principles of record keeping and records management; business and personal computers and standard business software applications; City organization, operations, policies and procedures to effectively perform the required functions and duties of the position.
Ability to: perform a variety of duties and responsibilities timely and with accuracy to meet deadlines and to ensure achievement of goals and objectives; use appropriate safety equipment and follow safety procedures; follow oral and written instructions; read, understand, interpret, and ensure compliance with a variety of specifications, manuals, policies, procedures, rules, and regulations governing related activities, programs, and functions; inspect and maintain the proper condition of vehicles and equipment; safely and effectively operate associated tools, equipment and motor vehicles; navigate across even and uneven surfaces; ability to work in confined spaces, use and wear self-contained breathing apparatus (SCBA) equipment, and pass annual confined space physical; communicate appropriately and effectively orally and in writing; respond appropriately to emergency situations; maintain concentration; compile applicable information, maintain accurate records, and review documents and extract relevant information; prepare and present accurate and reliable reports; operate a two-way communication device to communicate with other employees and supervisors; establish and maintain effective and appropriate working relationships with employees and the public; use sound judgment in decision-making with routine operations; use initiative and independent judgment within established procedural guidelines to successfully meet established goals and objectives.
Skills in: proficient and effective use and operation of vehicles, equipment, tools, and techniques required to successfully perform the functions of the position; maintaining complete and accurate records; performing required reading, writing and mathematical calculations; analyzing issues, evaluating alternatives, and making logical recommendations based on findings to address issues and/or improve services, procedures, and methods; reading and communicating policies, regulations, and technical procedures and information; using independent judgment and personal initiative; operating a personal computer with installed generic and specialized software; assessing and prioritizing multiple tasks, projects and demands.
