US Office of the Secretary of the Interior is Hiring a Financial Systems Analyst Near Lakewood, CO

Duties

  • Serve as functional system owner for procurement and acquisition management solutions: Oracle’s Contract Lifecycle Management and/or Unison’s PRISM acquisition software. Provide administrative and technical support for financial management system.
  • Analyze procurement and acquisition solutions, as well as business processes to determine the adequacy, effectiveness, and appropriateness of the administrative system, related interfaces, and operating procedures.
  • Interact with new and existing clients to establish system requirements, procedures, and solutions for procurement and financial reporting aspects. Develop acquisition/contracting writing system documentation in coordination with clients.
  • Review and interpret changes in financial management policy and procedures mandated by varying government laws and authorities for application to IBC’s procurement and acquisition management solutions.
  • Develop and deliver training on system functionality, interfaces, inquiries, and reports to program and fiscal managers.

Qualifications

At the GS-12level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include experience in operations and maintenance (O&M) of procurement/acquisition management systems, to include analyzing system issues and troubleshooting user tickets; expertise in the procurement process (requisitions, solicitations, award contracts, and receiving); analyzing acquisition/contract writing system functionality and interfaces with externally maintained databases to determine capability and efficiency; experience analyzing contracting rules and regulations, as well as related operating procedures to meet customer requirements; experience in the areas of system testing, documentation, and applying procurement concepts to recommend system changes and enhancements.

At the GS-13level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include performing requirements gathering and analysis to meet unique client needs; experience with business processes analysis and improvement; experience configuring, testing and documenting system upgrades and bug fixes; providing customer training; developing of SQL queries and scripts for the application of enhancements and fixes; and post-implementation customer support of procurement and contract writing systems.
