The Position

The City of Lake Oswego Parks & Recreation Department is seeking a high-energy, professional, highly responsible, and accountable person to oversee the operations of the future Lake Oswego Recreation & Aquatics Center, LORAC, to open in fall of 2024. The site will be the future headquarters for the Department and will be home to a variety of activities including aquatics, fitness, enrichment, events, sports and golf. The position will direct facility maintenance services and will manage aquatics and fitness programming and administrative support functions.

Key Responsibilities

  • Directs the work of the LORAC maintenance, aquatics, fitness, and administrative support service divisions within the Parks & Recreation Department.
  • Assists the Deputy Directors in maintaining policies and procedures pertaining to The Commission of Accreditation of Parks & Recreation Agencies (CAPRA) accreditation procedures and develops and maintains policies and procedures for facility operations, and guides the development of LORAC activities and service programs to ensure consistency and coordination with other City departments and City goals.
  • Responsible for the selection, supervision and evaluation of assigned staff; ensures appropriate training and development of LORAC maintenance, aquatics, fitness and front desk, and administrative support employees.
  • Responsible for the daily operations of the LORAC and Oswego Hall facilities, and ensures the safety of patrons and the general public; follows general guidelines, professional and administrative standards, local, state, and federal laws.
  • Responsible for participation as a liaison for the Department with the Lake Oswego School District and will inform the Director and Assistant Director on operational and planning matters pertaining to the partnership with the District.
  • Assists the Deputy Director and Director in preparation of long-range planning and capital improvements for the LORAC and Oswego Hall. Develops and oversees the implementation of long-range goals and strategies addressing the need for recreation services and facilities.
  • Develops long-range vision and operational goals in conjunction with the Parks, Recreation and Natural Resources Advisory Board (Parks Board), and the City Council; and researches and evaluates new information, trends, and developments in other agencies; prepares reports and makes presentations on policy alternatives and the impact on programs and facility operations.
  • Develops cost effective fiscal management for programs and facilities; develops and monitors the budget, and assists with department budget planning.
  • Develops and applies appropriate tools for marketing and promotion, monitoring, analyzing and evaluating aquatics and fitness activities, including customer satisfaction surveys; prepares relevant statistical reports; implements needed improvements or recommends changes in services, facility, and operations.
  • Reviews diverse divisional programs and operations for improved efficiency, and sets and adjusts priorities and policies.
  • Prepares requests for proposals; develops and monitors contracts for services.
  • Develops collaborative and supporting relationships with other Lake Oswego City departments, representatives of the business and civic community, and not-for-profit organizations.
  • Seeks alternate funding sources; develops and implements funding strategies, obtains sponsorships, writes grants; administers and revises contracts and agreements for services.
  • Performs other duties of a similar nature or level.

Education and Experience Requirements

Qualifications:

  • Principles and practices of policy, planning, implementation, evaluation, and management of recreation facilities, programs and services.
  • Management theory and techniques, principles, practices and methods of park and recreation administration including business plan development and project management.
  • Current state and federal laws applicable to aquatic and recreation facility safety and operations.
  • Knowledge of CAPRA accreditation processes and procedures.
  • Community recreation and aquatics resources, LO School District processes and procedures as pertains to the LORAC operations and other community organizations.
  • Techniques in facilitating and managing meetings.
  • Marketing research and promotional techniques.
  • Customer service measurement and improvement practices.
  • Principles and practices of revenue development.
  • Basic principles of contract development; special project management.
  • Conflict resolution techniques.
  • Personal computers and related registration and scheduling software applications.
  • Report preparation and presentation
Education and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is through graduation with a Bachelor’s degree in Parks and Recreation Management, or Public Administration, or other work-related field, and five years of related management experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Must obtain either Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO) certifications within 6 months of hire. Certification in Parks & Recreation Professional (CPRP) NRPA preferred.
Positions in this classification require the ability to possess and maintain a valid driver’s license and ability to meet the City’s driving standards.
Will be required to work some evenings and weekends. Duties will occasionally involve dealing with distraught or difficult individuals; attending meetings or activities outside normal working hours; occasional response to emergency conditions during off-hours.

The following material is a brief summary of each benefit and does not replace or supersede any provisions of the insurance contracts.
Medical Insurance
You may choose between a traditional indemnity plan or a health maintenance organization (HMO) plan. Coverage includes you and your dependents. Each plan includes a vision and prescription drug benefit.
Under the indemnity plan, Aetna Medical, most medical services are paid in full when rendered by a participating provider.
The HMO plan, Kaiser Permanente, guarantees delivery of necessary health services, which is provided exclusively by their own providers.
Dental Insurance
The City provides a choice of comprehensive coverage through Moda Health (Delta Dental) and Kaiser Permanente. With your choice, you will have access to a plan that includes preventive, routine and major dental care, as well as orthodontic benefits (for child dependents only).
Life Insurance
The City pays for your basic life insurance in the amount of your annual salary to a maximum of $50,000, and accidental death and dismemberment in the amount of $50,000. You can choose to purchase supplemental life insurance for you and/or your spouse in increments of $10,000. You may also purchase life insurance in the amount of $2,000 for each eligible dependent at minimal cost. (Standard Life Insurance Company).
Long Term Disability Insurance
The City provides you with a long-term disability (LTD) insurance plan which guarantees that you will receive 60% of your salary, up to a maximum benefit of $6,000, following a 90-day waiting period. (Standard Life Insurance Company).
Survivors’ Income Insurance
The City provides you with an insurance policy which gives your eligible survivors a monthly income after your death equal to a percentage of your insured earnings. (Standard Life Insurance).
Workers' Compensation Insurance
You are provided workers' compensation insurance in accordance with Oregon Revised Statutes.
Public Employees Retirement Systems (PERS)
The City of Lake Oswego is a member of the Oregon Public Employees Retirement System (PERS). Benefits paid by PERS are funded from two sources:
  • member contributions paid on your behalf by the City; and
  • employer contributions.
You become vested with PERS when contributions have been made in each of five calendar years.
Voluntary Employee Benefits Account (VEBA)
The City has established a Voluntary Employee Benefits Account (VEBA) to be used for medical expenses pre and post retirement. The City will make a monthly contribution into your account as authorized by IRS Code 501(c)(9). Additional information available in Human Resources.
Employee Assistance Program
You and your family can receive up to six (6) free confidential counseling sessions per incident per year, as well as other benefits, such as free legal consultation and first time home owner assistance. EAP coverage is provided by uprisehealth.
Optional BenefitsDeferred Compensation – The City offers a deferred compensation plan through MissionSquare Retirement. Your participation in this plan is voluntary, and you will need to make the contributions to the plan(s).Flexible Spending Account – The City offers a Flexible Spending Account Program after your have been employed with the City for six months. FSA’s allow eligible employees to pay for non-covered health related expenses and child care expenses with tax-free income. In addition, you may use the FSA Premium Only Account to help cover the cost of your portion of the City’s medical and dental insurance premiums. You do not need to wait six months to participate in the premium only portion.

Vacation
Paid vacation time accrues on a yearly basis as follows:
0-3 years: 12 days (8 hr per month)
4-9 years 16.5 days (11 hrs per month)
10-15 years 21.5 days (14.33 hrs per month)
16-19 years 23.5 days (15.66 hrs per month)
20 25 days (16.67 hrs per month)
Vacation may be accrued to a maximum of two years with the approval of your supervisor.
Managers and supervisors who do not receive overtime are eligible for four additional vacation days.
Sick Leave
Sick leave accrues on a monthly basis at a rate of eight hours per each month worked. Sick leave may be used when you are unable to work due to illness or injury, or to attend a member of the immediate family when they are sick or injured. (Immediate family is defined as spouse, children, mother, father, sister, brother, or other relative residing in your household. Sick leave may be accumulated to 150 days.
