    GENERAL PURPOSE

To plan, manage, and coordinate the implementation of technical studies, design, and construction of City facilities and transportation, drainage, water and wastewater infrastructure projects in compliance with the City's master plan, applicable standards, and specifications.

SUPERVISION EXERCISED

Employee is responsible for the direct supervision of Project Managers.

CORE COMPETENCIES:

Prepares, negotiates, processes, and administers contracts with engineering, architectural, surveying, and other professional service companies, including drafting agreement documents, evaluating consultant fee proposals, and verifying compensation for professional services

Manages assigned capital improvement projects through project life cycle including but not limited to development of project scopes, cost estimates and schedules; consultant selection process; review of engineering reports, project plans, and construction documents, specifications and estimates; acquisition of right-of-way and easements; construction bidding and awarding the contract; inspection and construction management; payment of invoices; and project close-out.

Reviews the construction plans and related documents including bid package and ensures compliance with codes, regulations, and standards.

Submits applications and secures approval or permits from other agencies for City projects.

Prepares and submits reimbursement applications to funding agencies and ensure timely reimbursements for the City.

Provides the project managers necessary guidance and support for implementation of projects.

Communicates with the consultant and contractor to address technical and field issues and any conflicts in design and construction phase.

Inspects or visits the construction site or project area as needed.

Attends final inspection, review punch list items, and takes required measures for acceptance of City projects. 

Reviews construction materials or field test results and inspection reports and takes necessary steps. 

Conducts engineering studies in response to requests for information from City Management. 

Assists in review and updating of the City's construction standards, design guidance manual, details, and specifications. 

Maintains the spreadsheets or other forms of documents for the accounting of Water and Sewer Bond funds, General Obligation Bond Funds for streets and drainage and other funding for Capital Improvement Projects (facilities, water, sewer, streets, and drainage). 

Monitors local, regional, state and Federal regulations on water, wastewater, highways, and drainage to ensure City compliance. 

Responds to public or other inquiries relative to engineering policies and procedures on specific projects and other information. 

Prepares technical documents necessary to support ordinance requests by the City Council.

Attends City Council meetings and other Commission or Board meetings and provides answers to questions during or after presentations.

Ensures proper documentation of project related files including plans, reports, and legal documents. 

Ensures appropriate communication among parties involved in any project.

Coordinates with outside agencies or organizations as needed for implementation of projects. 

Works with various grant programs to secure funds for capital improvements where applicable. 

Prepares technical reports, memos, staff reports, transmittal letters, presentations, etc.

Prepares participation agreements and memorandum of understanding documents in between City and private parties or City and other agencies.

 Updates and maintains status tracking report and database.

Serves on various employee committees.

Performs other duties as assigned. 

EDUCATION AND EXPERIENCE:

  1. Graduation from a four-year college or university with a degree in civil engineering, construction engineering or a closely related field; and
  2. Minimum of three (3) years professional civil engineering experience; or
  3. Any equivalent combination of education and experience.

KNOWLEDGE, SKILLS AND ABILITIES:

  1. Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public.
  2. Skill in operating the listed tools and equipment.
  3. Knowledge of engineering related computer applications such as CADD and GIS systems as well as commonly used transportation and water resources software.
  4. Ability to conduct necessary engineering research and compile comprehensive reports.
  5. Considerable skill in arriving at cost estimates on complex projects.
  6. Thorough knowledge of civil engineering principles, practices and methods as applicable to a municipal setting.
  7. Thorough knowledge of applicable City policies, laws, and regulations affecting Division activities.
  8. Familiarity with Project Management Book of Knowledge’s (PMBOK) Knowledge Areas and Process Group and ability to manage multiple projects simultaneously.
  9. Knowledge / Training on TxDOT Local Government Project Procedures (LGPP).
  10. Able to supervise assigned staff and facilitate the team task and performance. 

SPECIAL REQUIREMENTS

  1. Must possess a valid Driver's License by date of hire.
  2. Must obtain and maintain a Texas Driver’s License within 90 days of hire.
  3. Registered as a Professional Engineer in the State of Texas or registered in other States with the ability to become registered in Texas by appropriate means within six (6) months of hire.
  4. Must be physically capable of moving about on construction work sites and under adverse field conditions.

TOOLS AND EQUIPMENT USED

Personal computer including word processing, spreadsheet, presentation, data base, computer-aided-design and modeling software, City’s accounting software/program, mapping tools, calculator, necessary safety equipment, motor vehicle, phone, camera, mobile radio.

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. 

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various construction sites, right-of way, or City facilities. Hand-eye coordination is necessary to operate drafting instruments, computers, and various pieces of office equipment. 

While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk and hear; and smell. 

The employee must occasionally life lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. 

The noise level in the work environment is usually quiet to moderate.
