Performs landscape architectural design functions in the development of parks, trails, and open space projects; advises on applicable codes and standards including ADA and develops park standards. Writes and submits grants, manages park facility inventory, and represents department on design and construction.

Coordinates implementation of the parks & recreation components from the
Comprehensive Plan and analyzes existing park amenities
Supervises the execution of plans and provides on-site analysis and project management
Prepares and processes purchase orders to acquire park amenities and ensures compliance with applicable guidelines and standards
Plans and leads public input meetings and communicates with citizens for all park-related planning or development projects
Manages capital projects from planning through construction
Allocates resources and appropriations; oversee contract negotiations; design development and quality control; and performs construction award and administration
Provides and assists with input on park related issues for the Design Review Committee as related to park fee assessment, land dedications and reviews
Prepares grant applications for parks acquisition and development projects; prepares periodic billings on existing grants; maintains grant records
Assists citizen organizations regarding location of art pieces, Memorial Trees and Memorial Benches, etc.
Develops, prepares, and presents information to City Council, City Management, and other departments associated with related parks projects
Follows all safety policies and other miscellaneous duties
Handles/manages emergency situations.
Creates, develops and implements operational manuals related to safety and facility operations.
Possesses and maintains a valid driver's license and comply with City of Killeen driving policy.
Serves as a member of various city employee committees, as assigned.
Performs related duties as assignedEducation and Experience:
- Bachelor’s Degree from an accredited college or university with major coursework in Landscape Architecture or related field,
- Two (2) year experience in professional park development or related field
- Any equivalent combination of education and experience.
- Must have a valid driver's license by date of hire.
- Must obtain and maintain a Texas Driver's License within 60 days of hire.
- Must be available to work weekends, and various hours to oversee various events and activities and to attend meetings.
Knowledge, Skills and Abilities:- Thorough knowledge of park planning and facility management.
- Experience with Adobe Creative Suite, AutoCAD, and GIS
- Experience with grant management process
- Ability to develop project cost estimates and negotiate contracts.
- Working knowledge of the principles and practices of office management, work organization and supervision.
- Ability to coordinate, analyze, and utilize a variety of reports and records.
- Ability to communicate effectively, verbally and in writing.
- Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, and the public.
- Maintains regular and punctual attendance.
