The Environmental Quality Division is actively seeking an Environmental Professional Engineer Supervisor - Petroleum Cleanup.

This is professional work at the supervisory level in planning and conducting engineering studies, projects, and programs to assess the natural environment and to determine sources of and methods for controlling pollutants in soil and groundwater as it relates to Petroleum contamination. The work requires an understanding and application of environmental engineering theories, principles, and practices usually gained through degree granting schools, or an equivalent level of practical knowledge gained through experience. Plans, organizes, assigns, schedules, monitors, reviews, and evaluates the work of assigned staff. Contacts require skills in understanding and influencing others which are important in coordinating studies and projects with outside parties, resolving complaints and enforcing regulations including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. The work is covered by clearly defined policies and principles underlying the Petroleum Cleanup program area where the incumbent is required to exercise judgment in accomplishing program objectivesThe work involves differing situations requiring use of judgment in search for solutions or new applications within one’s known experiences. The work is performed primarily in an office environment but is also frequently performed in a field setting involving exposure to unfavorable climatic conditions and other hazards which are predictable and controllable. Operates a motor vehicle and standard office equipment such as personal computer. The work is performed under administrative direction subject to operating plans, objectives, functional policies, and precedents and is reviewed in terms of feasibility, compatibility with other work projects and effectiveness in meeting requirements or expected results.

  • Plans and conducts engineering studies, projects, and programs to assess the natural environment and to determine sources of and methods for controlling pollutants in air, water, and soil which- Includes reviewing remedial action plans, pilot test reports and plans, system startup reports, operation and maintenance reports, and cleanup completion reports.
  • Plans, organizes, assigns, schedules, monitors, reviews, and evaluates the work of assigned staff. 
  • Reviews plans and specifications for environmental projects and recommends issuance or denial of permits for construction or operation of facilities. 
  • Reviews compliance schedules and inspection reports to ensure compliance with environmental regulations. 
  • Oversees field investigations of environmental problems and facility compliance inspections. 
  • Performs and certifies engineering calculations to determine pollution discharges from various industrial sources and to evaluate effectiveness of pollution control equipment. 
  • Develops or modifies methods and techniques for assessing the natural environment and for testing, sampling, and monitoring of air, water, and soil pollutants. 
  • Advises enforcement personnel concerning regulatory non-compliance or unsatisfactory compliance of regulated sources. 
  • Attends conferences and meetings, provides general and technical information, and makes presentations concerning environmental matters. 
  • Consults with management, other governmental agencies and industry representatives concerning environmental matters including participating in multi-organizational teams and projects. 
  • Develops proposed rules, policies, and standard operating procedures. 
  • Operates standard office equipment such as personal computer using word processing, spreadsheet, database and related software and field sampling and testing equipment.
  • Operates a motor vehicle. 
  • Communicates clear direction, manages for results, and assists with leading organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.
  • Demonstrates proficiency in the City of Jacksonville’s competencies. 
  • Performs related work as required. 
  • Knowledge of environmental engineering principles, practices, and methods specific to Petroleum Cleanup activities. 
  • Knowledge of field testing, sampling and investigative techniques and procedures. 
  • Knowledge of federal, state, and local environmental laws, rules, and regulations. 
  • Knowledge of data processing applications involving modeling, databases, and spreadsheets. 
  • Ability to plan and conduct environmental engineering studies, projects, and programs. 
  • Ability to plan, organize, assign, schedule, monitor, review and evaluate the work of assigned staff. 
  • Ability to review plans and specifications for environmental engineering projects. 
  • Ability to oversee field investigations of environmental problems. 
  • Ability to perform engineering calculations. 
  • Ability to coordinate and consult with others on multi-organizational projects. 
  • Ability to develop or modify testing, sampling, and monitoring methods and techniques. 
  • Ability to read, understand, interpret, and apply laws, rules, regulations, and technical manuals. 
  • Ability to operate standard office equipment such as personal computer using word processing, spreadsheet, database and related software and field sampling and testing equipment.
  • Ability to operate a motor vehicle. 
  • Ability to communicate effectively both verbally and in writing. 
  • Ability to make presentations.
  • Bachelor’s degree from an accredited institution and 
  • Three years of experience in environmental engineering, pollution control or a related environmental field.

One year of supervisory experience is preferred.

LICENSING/CERTIFICATION/REGISTRATION:

  • Must be aregistered Professional Engineer in the State of Florida or, if registered in another state, must secure Florida registration within one year of appointment.

  • A valid driver's license is required prior to appointment and must be maintained during employment in this class. 

  • Must qualify for prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Public Driver Certification. 

  • Depending on assignment, OSHA 40 Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification may be required and must be maintained.

OTHER REQUIREMENTS:

  • The probationary period for this class is twelve months.
