City of Jacksonville is Hiring an Attorney II - Eminent Domain Near Jacksonville, FL

The primary purpose of this position is to handle the eminent domain process from pre-suit negotiation through trial or appeal and advise clients throughout the process. Work is performed under the direction of a managing or senior attorney and is reviewed through conferences, inspection of documents and evaluation of results obtained. Additionally, the attorney will be expected to provide other legal services to clients as needed relating to civil litigation in State and Federal courts. The position reports directly to a more senior attorney and will perform work at their direction and subject to their review and evaluation.
 
  • Advises clients regarding acquisition of property for public projects through the use of eminent domain. 
  • Handles case load of eminent domain matters under supervision of senior attorney.
  • Performs sophisticated legal research and prepares opinions on various legal issues.
  • Interprets and applies legal principles and precedents in resolving complex legal issues.
  • Represents the Office of General Counsel (OGC) and clients in civil cases, hearings, administrative proceedings and appeals. Works with consulting and testifying experts and reviews their work-product.
  • Drafts pleadings, motions, and legal memoranda.
  • Performs other duties as assigned.
  • Knowledge of judicial procedures and rules of evidence, City Ordinances and Charter provisions relating to the authority and functions of Consolidated Government, established precedents and sources of legal reference applicable to county and municipal activities.
  • Ability to interpret and apply legal principles and precedents in resolving complex legal issues.
  • Ability to effectively communicate and express ideas clearly and concisely, both orally and in writing. 
  • Ability to conduct research on legal issues and prepare legal opinions.
  • Ability to gain knowledge of municipal, county, state and federal case law, statutory and regulatory law as it relates to City government and other OGC clients.
  • Ability to prepare and try civil law cases before county, state and federal courts, administrative bodies and arbitrators. 
  • Ability to analyze and prepare civil law cases, ordinances, contracts and other legal documents.
  • Ability to establish and maintain effective working relationships.
OPEN REQUIREMENTS:
  • Graduation from an accredited law school and possession of a Florida license to practice law. 
  • Three (3) years of progressively responsible experience in the practice of law.
  • Professional legal experience in government is preferred.
  • Professional legal experience handling eminent domain matters on behalf of condemning authorities or property owners in Florida or Federal courts is strongly preferred. 
  • Admissions and memberships in other organizations or to practice before courts may be required depending upon the respective practice group.
