Job Description

The Neighborhoods Department is actively seeking a Housing Loan Specialist.

This position reports to the Affordable Housing Assistant Administrator and is responsible for analyzing income information to include financial statements and verifications of employment.

Examples of Work

Primary responsibilities include the following:

  • Responds to inquiries for program information.
  • Interviews clients to collect data for loan applications.
  • Obtains and integrates necessary supporting documents.
  • Completes finance work sheets and determines eligibility.
  • Underwrites all documentation to determine income eligibility and approves for enrollment in the programs.
  • Orders and evaluates title searches and credit reports.
  • Assists applicants obtaining documents to clear title, such as death certificates, wills, affidavits, and deeds.
  • Acts as a liaison with appropriate financial institutions and community groups.
  • Assembles complete loan package with all supporting documentation and makes recommendation for final approval to the Program Manager.
  • Prepares closing documentation.
  • Counsels applicants with regard to their ability to manage financial resources when necessary.
  • Makes presentations to community groups.
  • Operates standard office equipment such as personal computer using word, spreadsheet, database, and other related software and copier.
  • Demonstrated proficiency in the City of Jacksonville’s competencies.
  • Performs related work as required.

Open Requirements/Supplemental Information

  • Five (5) years of education and/or experience in human services and underwriting.
Experience in finance, accounting, auditing, real estate lending is preferred.
LICENSING/CERTIFICATION/REGISTRATION:
  • A valid driver's license is required prior to appointment and must be maintained during employment in this class.
  • Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville certification as a public driver.
  • May be required to furnish an automobile in good condition for use on City business for which mileage compensation will be paid.
