The Public Works Department is committed to providing a safe, healthy, and clean environment for the City of Inglewood. The Public Works Department oversees the safety and maintenance of roadways, sidewalks and alleys, water, sewer, storm drain systems, Fleet, and traffic signal lighting and signage. The department also manages municipal solid waste disposal, recycling services, and street sweeping. The Public Works Department consists of more than a hundred employees who collaborate both internally and externally to accomplish projects that enrich the welfare for Inglewood's residents and the many visitors to our City.

POSITION

The Public Works Director is a key municipal or governmental official responsible for overseeing and managing various aspects of public infrastructure facilities within community. reports to the City Manger’s Office. This leadership role involves planning, organizing, coordinating activities related development, maintenance, improvement such as roads, bridges, water sewer systems, parks, other facilities. often collaborates with departments, government agencies, contractors ensure efficient effective delivery services. Responsibilities may include budgeting, project management, regulatory compliance, addressing community concerns works projects. goal enhance overall quality life residents by providing maintaining essential in sustainable cost-manner.

RESPONSIBILITIES INCLUDE BUT NOT LIMITED TO:

  • Establishes and maintains direction and regulation over Public Works Divisions including engineering, construction, maintenance and repair divisions and services in accordance with operational and environmental protection measures and Federal, state, regional and Special District regulatory requirements;
  • Plans, directs and supervises work methods for efficient and safe operations of work programs and activities;
  • Interprets and enforces Public Works Department policies and procedures; reviews and/or approves assigned staff plans, specifications and cost estimates for each public works operation;
  • Monitors the acquisition, allocation or use of resources needed for successful service delivery or project completion.
  • Identifies, analyzes and implements financial planning and decision to maximize resources; researches, reviews, investigates and reports services, problems or conditions affecting the safe and convenient use of City streets and traffic, buildings, water systems, vehicles and equipment; oversees payroll process for Public Works Department.
  • Prepares reports of conditions and results of Public Works operations for the City;
  • Oversees budgetary and expenditures for the department and divisions.
  • Interviews prospective employees, hires and/or recommends hiring and identifies and implements new employee and on-going staff training programs;
  • Assigns, tracks and reviews work assignments and progress, reviews and approves the formal performance evaluation of department staff;
  • Approves sick and vacation leave of staff and develops and implements disciplinary actions for assigned staff.

KNOWLEDGEABLE, SKILLS AND OTHER CHARACTERISTICS

  • Knowledgeable of applicable city, state, regional and Federal statutes, rules, ordinances, codes and regulations governing public works operations, quality management and/or supervision principles, finance and budget principles, and of file and report management techniques;
  • Skilled in interpreting and applying relevant city, county, state and Federal statutes, rules, ordinances, codes and regulations governing public works operations, assessing and prioritizing multiple tasks, projects, and demands, working with multiple deadlines to complete projects, identifying, analyzing, and implementing solutions to complex problems, providing and following oral and written instructions and in establishing and maintaining productive working relationships;
  • Ability to produce a working environment that supports the City’s mission and goals and to effectively communicate verbally and in writing in English
  • Proficient in the use of personal computer hardware, electronic devices and software packages to perform essential job duties.

MINIMUM QUALIFICATIONS

Must be registered as a Professional Civil Engineer (P.E) with the state of California AND ten (10) years of progressively responsible experience in public works management and operations with specific experience in water, sewer, traffic and transportation including five (5) years at a managerial level. Must possess at the time of application and maintain a valid California Drivers License.

APPLICATION PROCESS

Depending on the number of qualified applications received, only those deemed most qualified shall be invited to participate in the examination for this recruitment.

The examination shall consist of a Qualifications Appraisal Interview (QAI) with a panel of subject matter experts. Candidates must pass the QAI test part with a score of 70% or higher to have his/her name placed on the active eligibility list for this position. The Hiring Authority for this position will interview the top three scorers from this exam for the position. The eligibility list shall be used to fill future vacancies in the classification for one year or until the list is exhausted with less than three candidates.
