City of Indianapolis and Marion County is Hiring an Accounting Manager Near City County Building, IN

Position is responsible for overseeing the functions of treasury management for the City, which includes managing all of the City’s bank accounts, maintaining financial records, and performing banking operations. This position also performs debt accounting and reporting activities, which includes maintaining financial systems and records with regard to bonds and note payable transactions and records. Independent judgment in this management-level position is utilized regularly with minimal supervision. Position helps to establish and ensure that policies and procedures for the department and City are adhered to in an effective manner. Position reports to Administrator, Accounting.

  • Oversee the day-to-day functions of cash management and provide valuable guidance to the Administrator of Accounting on short and long-term financial planning for the City 
  • Oversees and reviews accounting functions including daily cash entries, monthly interest accruals, account reconciliations, and regular daily and monthly reports
  • Maintains effective working relationships with banking and other key service providers
  • Manages and updates daily cash positions and investment funds as required under statutory guidelines
  • Compiles daily and monthly reports on the operations supervised, such as, investments and cash activity
  • Either performs or reviews the City’s bank reconciliations, monthly, ensuring appropriate reconciling entries are posted into the City’s financial reporting system
  • Ensures that deposits are made timely and accurately
  • Works with City departments and agencies to dispute false chargeback requests such as obtaining appropriate documentation and filing the dispute
  • Works with key stakeholders to verify deposits that have been reduced for those payments that have been declined during the payment process to ensure that those payments are not processed against our bank account
  • Works with the Account Managers to ensure that the functionality of the system is working appropriately and effectively
  • Establishes goals and/or priorities and deadlines and maintains responsibility for daily workflow of subordinates
  • Oversees and reviews the reconciliations of all trustee bank accounts, associated with debt proceeds and ensures reconciling entries are posted in a timely manner
  • Ensures debt service invoices are paid in a timely manner to be in compliance with our required bond covenants 
  • Analyzes the financial activity in the internal service funds
  • Monthly reconciliation of the payroll deductions to the health insurance provider records for accuracy of enrolled participants 
  • Ensures the timely processing of invoices in accordance with our medical and dental insurance benefits contracts
  • Oversees the administration of the internal chargeback processes and budgeted transfers to ensure that they are processed timely and accurately based on specific deadlines
  • Oversees the financial reporting of all City and County capital assets
  • Maintains effective working relationships with peers and management in various City and County departments and agencies to exchange information and respond to inquiries as needed
  • Assists in the preparation of the Annual Comprehensive Financial Reports for the City relating to cash, investments, debt, and fixed assets and responds to internal and external audit requests 
  • Must maintain confidentiality at all times

  • Bachelor's degree in Accounting, Finance or related field.
  • Four (4) years of related work experience OR at least two (2) years of experience as an Accounting Associate or Financial Reporting Analyst with the Office of Finance and Management. 
  • Knowledge of generally accepted accounting principles and procedures is required. 
  • Proficiency in the use of software applications are required including, but not limited to; Microsoft Word, Excel.
  • Demonstrate creative ability when presented with unformatted projects and/or ideas. 
  • Must be able to present complex data and communicate clearly and effectively.
  • Must be able to establish and set priorities according to time sensitive information in order to have continued success in this position. 

Preferred Qualifications:

  • Master’s degree in Business Administration, Accounting or Finance. 
  • Six (6) years of related work experience, one (1) of which was supervisory.
  • Knowledge of, or experience in, local/state government. 
  • Previous experience with PeopleSoft Financials or related ERP accounting systems.
