DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

  • The Sr IT Professional – ERP Payroll will oversee end-to-end payroll processing using SAP Payroll software. Responsible for all SAP Payroll processes, configurations, and working with the business for the City's ERP system.
  • Responsible for defining detailed requirements, creating business requirement documents, analyzing business needs, and validating SAP Payroll, Time, HCM, Benefits, SFEC configuration, with the client. Details requirements for product development and other functions to support the team.
  • Responsible for functional specification and configuration of Payroll, PBC, HCM, and Benefits modules in ERP including but not limited to working closely with developers and vendors on software integration, external interface development, batch configuration and documentation.
  • Benefits Coordination: Collaborate with the HR department to coordinate employee benefits rate changes and responsible for configuration and functionality of all HR and Payroll processes in City's ERP (SAP) system and automate/optimize processes in ERP system.
  • Compliance and Reporting: Stay up to date with relevant payroll and benefits regulations, ensuring compliance with local, state, and federal laws. Prepare and submit payroll tax reports, reconcile payroll accounts, and generate various payroll-related reports.
  • Data Management: Maintain accurate and confidential payroll data, including employee information, salary changes, tax withholdings, and benefits records. Safeguard sensitive data and ensure compliance with data protection policies.
  • Problem Resolution: Address and resolve payroll-related inquiries from employees promptly and courteously. Investigate and resolve any discrepancies in payroll processing or benefit deductions.
  • System Maintenance: Collaborate with the IT team to maintain and update SAP Payroll system configurations, ensuring accuracy and efficiency in payroll processing.
  • New Hire Onboarding: Facilitate payroll-related onboarding processes for new employees, ensuring they are correctly set up in the payroll system and enrolled in relevant benefits programs.
  • Continuous Improvement: Identify areas for process improvement and efficiency within the payroll and benefits coordination functions. Implement solutions to enhance accuracy, speed, and overall effectiveness.
  • Audit Support: Assist with internal and external payroll audits, providing necessary documentation and information to auditors.
  • Designs and administers all aspects of data conversion.
  • Experience working with Success Factors Employee Central and Benefit Focus systems.
  • Manage and assist with refinancing errors in PBC and processing of off cycle checks weekly to resolve pay issues as needed.
  • Troubleshoots and resolves payroll issues. 
  • Apply functional knowledge to design and customization of workflow systems that provide seamless integration for client/server applications.
  • Works on operational / production issues.
  • Manage the performance of other payroll tasks including processing of retros, overpays, garnishments etc.
  • Assist with the calendar year end HRSP/BSI tax updates.

WORKING CONDITIONS

There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. 

EDUCATION

Requires a Bachelor's degree in Computer Science, Management and Information Systems (MIS) or a closely related field. Usually has advanced technical certifications that demonstrate mastery of a specialized application.

EXPERIENCE 

At least six (6) years of technology experience supporting applications. Advanced certifications and/or greater than six (6) years applicable experience may be substituted for up to two (2) years of the education requirement.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. **

Preference will be given to applicants possessing the following:

  • Previous public-sector experience
  • Certification in SAP HCM/PY
  • Position Budgeting Control (PBC) module experience
  • Other IT certifications may be considered, such as ITIL
  • Proven experience as an SAP Payroll Administrator, preferably with experience in SAP Payroll and Benefits Coordination.
  • In-depth knowledge of payroll processing and relevant tax regulations.
  • Familiarity with SAP Payroll software and other related HRIS systems.
  • Strong analytical and problem-solving skills, with high attention to detail.
  • Excellent communication and interpersonal abilities to interact with employees and stakeholders effectively.
  • Ability to handle sensitive and confidential information professionally.
  • Strong organizational and time management skills to meet deadlines.

Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification.
