POSITION OVERVIEW

DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
Manage citywide disaster cost recovery operations for FEMA PA disaster declarations and for other disaster grants managed by or assigned to the Finance Department disaster cost recovery group. Serve as a liaison with Federal and State disaster recovery partners on behalf of the City.
Responsibilities include, but are not limited to:

  • Manage, supervise, and coordinate disaster cost recovery operations for the Finance Department.
  • Manage the FEMA project worksheet development process.
  • Mediate and resolve disputes between City departments and FEMA/State on cost recovery issues such as eligibility, SOW, project amendments, and insurance implications.
  • Be subject matter expert on Federal disaster grant regulations including but not limited to disaster cost recovery.
  • Implement measures to avoid/reduce negative audit findings.
  • Manage Disaster professional services contract(s).
  • Manage large scale project development.
  • Manage Federal and State compliance audits related to large and small disaster cost recovery projects.
  • Formulate audit responses and appeals following a compliance audit.
  • Assist with developing procedures and SOPs for disaster recovery programs.
  • Train city personnel on all aspects of disaster cost recovery.
  • Perform other duties and special projects in a timely and efficient manner as requested.
WORKING CONDITIONS
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

None

PREFERENCES

Preference will be given for candidates having experience with FEMA public assistance, disaster recovery software and tools such as FEMA Grants Portal, FEMA EMMIE, Federal Grants Solutions Portal, and State Grants Management System.
Professional certification such as CGAP, CICA is a plus. Prefer a strong knowledge of systems development, project management, and Generally Accepted Accounting Principles (GAAP). Experience in governmental (fund) accounting and financial reporting including SAP strongly recommended. Strong Microsoft Office products experience such as Excel, Word, and PowerPoint are required.
Good organizational, verbal, and written communication skills and ability to work effectively with all levels of management.
