Manages daily operations and accounting activities for the Department of Finance in compliance with City policies and procedures and in accordance with applicable regulatory laws, standards, and requirements. Ensures that all financial transactions are accurate and recorded on a daily basis and that City assets are properly safeguarded. Responsible for the general ledger, treasury, and grants management functions and the preparation of the City’s Annual Comprehensive Financial Report (ACFR), including reporting for federal, state, and other regulatory agencies. Position requires extensive depth of expertise and advanced knowledge in specialized functions or business areas that can be used to develop efficient and innovative ways to accomplish the City’s business strategies. Collaborates with the IT Department overseeing automation and digital transformation projects to streamline accounting processes and enhance financial reporting. This includes leading initiatives such as the integration of new financial management software, developing city-wide forecasting tools, and rolling out secure payment solutions for city services.

Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), Certified Government Finance Officer (CGFO), or Master’s Degree in Accounting preferred. Three (3) or more years’ progressively responsible experience in accounting, auditing, and finance, including at least two years of supervisory experience or an equivalent combination of education, certification, training and/or experience.
 
Preferred but not required: Certifications demonstrating expertise in finance and technology intersections, such as Certified Information Systems Auditor (CISA), Certified Data Professional (CDP), and Certified ScrumMaster.Experience with digital financial systems, data analytics, and understanding of cybersecurity best practices in a governmental context as well as working with an organization’s IT department to implement automation and digital transformation projects within financial operations, is highly desirable.
 
Must have National Incident Management System (NIMS) certification (level to be determined by job classification requirements) or obtain within one year of employment. Formal industry certification(s) preferred.
